CEC of the Republic of Kazakhstan Held a Regular Training Seminar
for TEC Members on 24-25 June, 2025
On 24-25 June of this year, the Central Election Commission of the Republic of Kazakhstan, in accordance with the Comprehensive Plan for the Organization of Training of Participants in the Electoral Process in the Republic of Kazakhstan for 2025, held a training seminar “Effective Communications and Legal Aspects in the Electoral Process” for 80 members of Territorial Election Commissions exercising powers on a permanent professional basis.
On the first day of the seminar, Secretary of the CEC of the Republic of Kazakhstan Shavkhat Utemissov familiarized participants with the draft innovations of electoral legislation, and CEC member Azamat Aimanakumov conducted an analysis of the campaigns for the elections of maslikhat deputies to replace outgoing members and for akims of rural districts. The invited speaker – Vice Minister of Culture and Information of the Republic of Kazakhstan Kanat Iskakov – delivered a presentation on the main aspects of crisis communications.
On the same day, training sessions were held for the participants on emotional intelligence in managing stress, complex communications, and effective public speaking.
On the second day, the seminar participants worked in two groups. The first group consisted of TEC members responsible for the legal support of the electoral process, while the second group included TEC members responsible for information support.
In the first group, CEC member Assylbek Smagulov gave an extended overview of lawsuits in the regions for the first half of 2025. Head of the Legal Department of the CEC Office Bauyrzhan Turganbayev delivered a presentation on the consideration of appeals within the framework of the Constitutional Law “On Elections in the Republic of Kazakhstan”, the Administrative Procedural Code (APC), electoral qualification standards, as well as conducted a practical session on case studies of past campaigns.
Members of TECs of Akmola and West Kazakhstan regions Kadyrgazy Mamilin and Magripa Nigisheva made presentations on liability under electoral legislation and certain legal aspects of conducting elections of akims.
In the second group, CEC member Lyazzat Suyindik presented an analysis of electoral campaigns in the context of crisis communications in the information environment. Head of the Department for Interaction with Mass Media and Public Associations Yerlan Karabalayev spoke on issues of information support, pre-election campaigning, election observation, and social media administration. The speakers also conducted a practical session for the participants in a workshop format.
Members of TECs of West Kazakhstan and Kyzylorda regions Asylanbek Gubashev and Abai Tagibergenov shared their practical experience in conducting pre-election debates between candidates for the position of akim and media communications in the informatization of election commission activities.
As per tradition, TEC members underwent testing on knowledge of the legal and practical foundations of organizing the electoral process.
