The Delegation of the CEC of the Republic of Kazakhstan participated in the
12th Annual Meeting of Electoral Management Bodies in Georgia
On June 5-6, 2025, a delegation from the Central Election Commission of the Republic of Kazakhstan, consisting of Yerlan Karabalayev, Head of the Department for Interaction with the Media and Public Associations, and Aibek Zheken, Head of the Secretariat of the CEC Chairperson, took part in the 12th Annual Meeting of Electoral Management Bodies organized by the Central Election Commission of Georgia.
The meeting focused on the theme "Experience and Impact of Disinformation on Electoral Credibility."
Approximately 100 representatives of electoral bodies from 22 countries across Europe, Asia, America, and Africa, as well as international organizations and electoral experts, took part in the meeting. The event aimed to facilitate the exchange of information and experiences in the digitalization of electoral processes and to develop measures to counter disinformation that could undermine trust in elections.
The meeting focused on the following key topics:
• Lessons learned from the use of technologies in electoral processes: Sharing insights on the implementation, successes, and challenges of using technologies in election management;
• The impact of disinformation on trust in elections: Exploring how the spread of disinformation influences public perception, voter behavior, and overall confidence in elections;
• Future directions and approaches to cooperation: Discussing ways to enhance resilience to disinformation and strengthen cooperation across regions and sectors.
The conference proceedings were organized into three panel sessions. The first session focused on the use of technologies in the electoral field and offered recommendations for their future application in elections. The second session addressed the growing role of electronic services in modern electoral processes. The third session was dedicated to the rising threat of disinformation and its impact on trust in elections. As part of this session, Yerlan Karabalayev delivered a presentation titled “Transforming the Electoral System and Countering Disinformation: The Case of Kazakhstan.” In his presentation, he spoke about the features of Kazakhstan’s updated electoral system in the context of the 2022 Сonstitutional Reform, as well as the country’s practices in combating disinformation, including during electoral periods.
The delegation of the Central Election Commission of the Republic of Kazakhstan expressed its gratitude to the Central Election Commission of Georgia for the invitation and for organizing a highly informative conference.
On the sidelines of the conference, the delegation of the CEC of Kazakhstan held a number of meetings with representatives of electoral bodies from other countries, during which issues related to the development of bilateral cooperation were discussed.
