The CEC member Sabila Mustafina took part in observing elections
of the Council of Elders of Yerevan
By the invitation of the Central Election Commission of the Republic of Armenia, member of the CEC of the Republic of Kazakhstan Sabila Mustafina took part in observing elections of the Council of Elders of Yerevan, held on 17 September 2023.
On 16 September 2023, Sabila Mustafina acquainted with the presentation of the Central Election Commission of the Republic of Armenia on the preparations for the elections.
During the presentation, the leadership of the Central Election Commission of Armenia informed the international observers about the main stages and the course of the election campaign, preparation and specifics of these elections, as well as other organizational and legal issues.
On 17 September 2023, on Election Day, the member of the CEC visited a number of polling stations in Yerevan to observe the voting process, identification and registration of voters through technical means and biometric data, as well as counting of votes and summarizing the results of the elections.
Thirteen political parties and one alliance of parties participated in the election race. 10 district and 475 precinct election commissions of Yerevan were involved in the organization and conduct of the elections. The results of the elections will be summarized by the Central Election Commission on the 7th day after the voting day.
For reference: The Council of Elders of Yerevan consists of 65 members. Elections are held by the proportional system of elections. Under the law, mandates of the Council of Elders are distributed among the political forces, which have received 4 percent, in case of a political party, and 6 percent, in case of an alliance of political parties. Where less than 3 political forces have received the necessary percent of ballot papers, 3 political forces, having received the maximum number of ballot papers with affirmative vote, participate in the distribution of mandates. If one of the parties or alliances obtains more than 50 percent of the total mandates, the individual occupying the top position on the list of candidates of that party or alliance is deemed the elected head of the community by force of law. If none of the political forces secures more than 50 percent of the seats of the Council of Elders, the head of the community shall be elected by the council members through a process of open voting.
