On establishing the results of the elections of Mazhilis Members to the
Parliament of the Republic of Kazakhstan
On March 27, under the chairmanship of Nurlan Abdirov, a meeting of the Central Election Commission was held to establish the results of the early elections of Mazhilis Members to the Parliament of the Republic of Kazakhstan, held on March 19, 2023.
The meeting was attended by representatives of political parties, the media, senior officials of the Prosecutor General’s Office, representatives from the ministries of digital development, innovation and aerospace industry, justice, and internal affairs were invited. Representatives of the OSCE/ODIHR Mission also traditionally attended the meeting.
The meeting was broadcast live through the CEC website and Youtube, with sign language translation.
Anticipating the main issue on the agenda of the meeting, Nurlan Abdirov said that the determination and publication of the results of the election of maslikhat members falls within the competence of the relevant territorial election commissions. In this regard, the district, city territorial election commissions, within two days from the date of the elections, that is, no later than March 21, published in the media their decisions on summing up the results of the elections in 37 city and 166 district maslikhats. And the territorial election commissions of the regions, cities of Astana, Almaty and Shymkent, within five days from the election day, that is, no later than March 24, carried out work to sum up the results of the elections in 20 maslikhats and publish relevant information.
He also drew attention to the fact that the decisions of the territorial election commissions on the results of elections to maslikhats of all levels are posted on the official website of the Central Election Commission in the form of links.
In accordance with the regulatory provisions of the electoral legislation, the results of the elections of Mazhilis Members to the Parliament in the whole Republic are determined and published by the Central Election Commission within ten days from the date of the elections.
On March 20, the Central Election Commission announced the preliminary results of the election of Mazhilis Members to the Parliament. On March 27, based on the protocols of the territorial and district election commissions, the final results of the early elections of Mazhilis Members to the Parliament were summed up.
According to the updated voter lists, the total number of voters in the Republic of Kazakhstan amounted to 12 million 035 thousand 578 people.
In the elections of 69 members of the VIII convocation, elected according to party lists, a total of 6 million 366 thousand 441 people voted.
In general, the votes of voters in the republic were distributed as follows:
- for the Ak Zhol Democratic Party of Kazakhstan – 535 thousand 139 votes or 8.41%;
- for the AMANAT party – 3 million 431 thousand 510 votes or 53.90%;
- for the Auyl People’s Democratic Patriotic Party – 693 thousand 938 votes or 10.90%;
- for the National Social Democratic Party – 331 thousand 058 votes or 5.20%;
- for the Baytaq Kazakhstan Green Party – 146 thousand 431 votes or 2.30%;
- for the People’s Party of Kazakhstan – 432 thousand 920 votes or 6.80%;
- for the Respublica party – 547 thousand 154 votes or 8.59%;
- against all – 248 thousand 291 people or 3.90% of the votes.
Thus, taking into account the voting results, representative seats are distributed among political parties as follows: the Ak Zhol Democratic Party of Kazakhstan – 6, the AMANAT Party – 40, the Auyl People’s Democratic Patriotic Party – 8, the National Social Democratic Party – 4, the People’s Party of Kazakhstan – 5 and the Respublica Party receives 6 seats.
Nurlan Abdirov also drew the attention of representatives of political parties to the fact that the order of distribution of representative seats is determined by the governing body of a political party from among the candidates included in the party list, no later than ten days from the date of publication of the election results and recalled that when distributing representative seats, the number of representatives of three categories: women, youth and persons with disabilities in the aggregate should be at least thirty percent.
The Central Election Commission, within the framework of the meeting, on the basis of the protocols of district election commissions, also approved the relevant documents on the results of the elections of Mazhilis Members to the Parliament of the Republic of Kazakhstan of the VIII convocation, elected in single-seat territorial constituencies.
Based on the voting results, the following were elected as Mazhilis Members to the Parliament in single-seat territorial constituencies:
1) in No. 1 electoral constituency, Astana – Daulet Turlykhanov;
2) in No. 2 electoral constituency, Astana – Daulet Mukayev;
3) in No. 3 electoral constituency, Almaty – Yermurat Bapi;
4) in No. 4 electoral constituency, Almaty – Yerlan Stambekov;
5) in No. 5 electoral constituency, Almaty – Bakytzhan Bazarbek;
6) in No. 6 electoral constituency, Shymkent – Danabek Issabekov;
7) in No. 7 electoral constituency, Shymkent – Bolatbek Nazhmetdinuly;
8) in No. 8 electoral constituency, Abay region – Nurtai Sabilyanov;
9) in No. 9 electoral constituency, Akmola region – Aina Musralimova;
10) in No. 10 electoral constituency, Aktobe region – Kazybek Alishev;
11) in No. 11 electoral constituency, Almaty region – Ardak Nazarov;
12) in No. 12 electoral constituency, Almaty region – Daniyar Kaskarauov;
13) in No. 13 electoral constituency, Atyrau region – Adil Zhubanov;
14) in No. 14 electoral constituency, West Kazakhstan region – Abzal Kuspan;
15) in No. 15 electoral constituency, Zhambyl region – Mukash Iskandirov;
16) in No. 16 electoral constituency, Zhambyl region – Guldara Nurumova;
17) in No. 17 electoral constituency, Zhetysu region – Ruslan Kozhasbayev;
18) in No. 18 electoral constituency, Karaganda region – Kudaibergen Beksultanov;

25) in No. 25 electoral constituency, Turkestan region – Kairat Balabiyev;
26) in No. 26 electoral constituency, Turkestan region – Ulasbek Sadibekov;
27) in No. 27 electoral constituency, Turkestan region – Temir Kyrykbayev;
28) in No. 28 electoral constituency, Ulytau region - Yerbolat Satybaldin;
29) in No. 29 electoral constituency, East Kazakhstan region – Lukbek Tumashinov.
The CEC Chairman informed the meeting participants that no later than three calendar days after the election results are determined, a candidate, a political party shall submit to the Central Election Commission a report on the use of their electoral fund, which should indicate the sources of cash receipts, as well as expenses.
In turn, the Central Election Commission, within five days after the announcement of the election results, shall publish reports on election funds in the media.
It is important to comply with all procedural deadlines established by the electoral legislation.
Concluding the meeting, Nurlan Abdirov noted that the elections to the Mazhilis of the Parliament and maslikhats were held in accordance with the updated electoral legislation, the new format of the elections aroused great public interest and intensified political competition. All 7 registered political parties, including 2 new ones, took part in the election race. Thanks to the possibility of self-nomination of citizens, the competition in some districts amounted to up to 63 people per 1 seat.
The organisation of the preparation and conduct of the elections was carried out in strict accordance with the national legislation and international obligations of the Republic of Kazakhstan, on the principles of openness and transparency.
He also stressed that the past election campaign was quite difficult for the voters themselves, observers and even election commissions. This is due to the change in electoral rules in accordance with the introduction of a new proportional-majority system and the unification of the elections of Mazhilis Members to the Parliament and maslikhats of all levels.
International observers highly appreciated the conduct of a large-scale and inclusive voter information campaign by the electoral authorities, effective preparations for the elections and organisation of the voting day.
On voting day, more than 81,000 national observers, 793 observers from foreign states and international organisations, 1,144 representatives of the Kazakh media and 236 accredited journalists from foreign countries observed the procedures.
At the same time, the Chairman of the Central Election Commission emphasised that participation in the election campaign is not only a political, but also a legal process. Therefore, the requirements for compliance with the electoral legislation equally apply to all participants of the electoral process.
Nevertheless, in some polling stations in certain regions, violations were committed during the voting and counting procedures. For violation of the law, by decision of the precinct commissions, 19 members of the election commissions were immediately suspended from their work.
In connection with the distribution of information materials of this kind on social networks and the receipt of appeals to the election commissions, on March 19, the CEC sent a request to the Prosecutor General’s Office to conduct inspection and legal assessment of each such fact. According to the Prosecutor General’s Office, violations by 42 people were recorded on voting day, all of them were held accountable. Of these, 7 members of the precinct commission were fined under article 108 of the Code of Administrative Offences, and 18 members of the precinct commission – under article 110.
In general, the election day in the country passed calmly and the voting was organised effectively. This was noted by the majority of participants of the electoral process, Nurlan Abdirov concluded.
After the meeting, a traditional briefing was held for the media with the participation of the CEC Chairman and members, at which they answered all questions of journalists.
