On registration of party lists
On February 14, two meetings of the Central Election Commission were held under the chairmanship of Nurlan Abdirov as part of the current election campaign.
The meetings considered the issues of registration of party lists of public associations Auyl People’s Democratic Patriotic Party and Baytaq Kazakhstan Green Party Baitak at the early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023.
The meetings were attended by chairpersons and members of territorial election commissions of the regions, Astana, Almaty and Shymkent (via videoconference), senior officials of the Prosecutor General’s Office, the ministries of justice, internal affairs, finance, as well as representatives of the mentioned political parties.
Representatives of political parties, the OSCE/ODIHR Election Observation Mission and the media were invited to the meetings. The meetings were broadcast through the CEC website and Youtube with sign language translation.
Opening the meeting, Nurlan Abdirov said that the Central Election Commission had carried out appropriate procedures to determine the candidates’ compliance with the requirements of the Constitution and the Constitutional Act on Elections.
The Central Election Commission, within its competence, registers party lists nominated by political parties in the early elections of Mazhilis members to the Parliament.
Member of the Central Election Commission Assylbek Smagulov made a report on the agenda of the first meeting.
He said that there were 25 people on the party list of the Auyl party. 10 people on the list include women, youth and persons with disabilities, which together make up 40 percent of the total number included.
All persons included in the party list comply with the requirements of the Constitution and the Constitutional Act on Elections.
Political parties that have nominated party lists shall pay an electoral contribution to the account of the Central Election Commission in the amount of fifteen times the minimum wage for each person included in the party list.
In the elections of Mazhilis members to the Parliament, held in January 2021, the Auyl party won 5.29 percent of the vote, and therefore it is exempt from paying the election fee.
Member of the Central Election Commission Sabila Mustafina spoke on the agenda of the second meeting.
She informed that 18 people were included in the party list of the Baytaq Kazakh Green Party. 7 people are representatives of three categories: women, youth and persons with disabilities, which together is 38.9 percent.
The Baytaq Kazakhstan Green Party made an electoral contribution in the amount of 18,900,000 KZT for 18 people included in the party list.
After signing the relevant protocols on establishing the conformity of candidates and registering party lists, CEC members adopted the following resolutions:
- on registration of the party list of the Auyl People’s Democratic Patriotic Party Public Association at the early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023;
- on registration of the party list of the Baytaq Kazakhstan Green Party Public Association at the early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023.
Now both parties have the right to open special temporary accounts for the formation of the electoral fund. All registered candidates received appropriate certificates.
