On registration of the party list of representative candidates
On February 11 this year, the seventh meeting of the Central Election Commission of the Republic of Kazakhstan was held under the chairmanship of Nurlan Abdirov within the framework of the current election campaign. The meeting considered the issue on registration of the party list of the People’s Party of Kazakhstan Public Association at the early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023.
The meeting was attended by Chairman of the People’s Party of Kazakhstan Public Association Yermukhamet Yertysbayev, territorial election commissions of regions, Astana, Almaty and Shymkent (in the videoconference mode) and representatives of the media. Senior officials of the Prosecutor General’s Office, Ministries of Justice, Internal Affairs, Finance, representative of the Election Observation Mission of the Organisation for Security and Cooperation in Europe of the Office for Democratic Institutions and Human Rights (OSCE/ODIHR) were also invited to the meeting.
The meeting was broadcast through the Internet resource and Youtube with sign language translation.
Opening the meeting, Nurlan Abdirov noted that the Central Election Commission admitted all 7 political parties registered in Kazakhstan to participate in the elections of Mazhilis members to the Parliament, elected according to party lists.
He also recalled that on February 1 this year documents of the People’s Party of Kazakhstan on the nomination of a party list for the election of Mazhilis members to the Parliament were submitted to the CEC. In accordance with the electoral legislation, the Central Election Commission carried out appropriate procedures to determine the compliance of candidates with the requirements of the Constitution and the Constitutional Act on Elections.
Member of the Central Election Commission Shavkhat Utemissov made a report on the agenda.
He informed that in accordance with Article 89 of the Constitutional Act on Elections in the Republic of Kazakhstan, only one list from one political party shall be allowed for registration, which includes the number of persons not exceeding thirty percent of the established number of parliamentary seats distributed among political parties.
In the party list, the number of women, youth and persons with disabilities in aggregate shall be at least thirty percent of the total number of persons included in it.
The People’s Party of Kazakhstan presented a party list of 52 people.
17 candidates on this list are women, youth and persons with disabilities, which together make up 32.7 percent.
All persons included in the party list comply with the requirements of the Constitution and the Constitutional Act on Elections.
Shavkhat Utemissov also said that the political parties that nominated party lists shall make an election contribution to the account of the Central Election Commission in the amount of fifteen times the minimum wage established by the legislation of the Republic of Kazakhstan for each person included in the party list.
Political parties that received 5 percent or more of the votes of those who took part in the voting in the previous elections of Mazhilis members to the Parliament shall not pay an election fee.
In the elections of Mazhilis members to the Parliament, held in January 2021, the People’s Party of Kazakhstan received 9.1 percent of the vote. In this regard, this party is exempted from paying the election fee.
After the CEC members signed the relevant protocols on establishing compliance and registration, they adopted resolution on registration of the party list of the People’s Party of Kazakhstan Public Association at the early elections of Mazhilis members to the Parliament of the Republic of Kazakhstan, scheduled for March 19, 2023. Registered candidates received appropriate certificates.
Closing the meeting, CEC Chairman Nurlan Abdirov noted that the party list of the People’s Party of Kazakhstan was registered and now the party has the right to open a special temporary account for the formation of the electoral fund.
Following the meeting, representatives of the People’s Party of Kazakhstan answered questions from the media during the traditional briefing.
