ANNOUNCEMENT
On conducting public opinion polls related to the early elections of
members of the Mazhilis of the Parliament and maslikhats of the Republic of
Kazakhstan scheduled for March 19, 2023
In accordance with the requirements of paragraph 9 of Article 28 of the Constitutional Act “On Elections in the Republic of Kazakhstan,” public opinion polls related to elections may be conducted by legal entities registered in accordance with the legislation of the Republic of Kazakhstan, having at least five years of experience in conducting public opinion polls, by notifying the Central Election Commission of this in writing, attaching copies of the relevant documents.
The notification submitted to the Central Election Commission shall contain information about the experts participating in the poll and having experience in this area, the regions in which public opinion polls will be conducted, and the methods of analysis used.
When publishing the results of public opinion polls related to elections, the media, online platforms are required to indicate the legal entity that conducted the poll, the persons who ordered the poll and paid for it, the time of the poll, the method of collecting information, the exact wording of the question, the number of respondents and the coefficient survey results errors.
The publication of the public opinion polls results, forecasts of election results, other research related to elections, voting in support of candidates or political parties on the Internet is not allowed within five days before voting day (from March 14 to March 18, 2023) and on voting day (March 19, 2023).
Violation of the conditions for conducting a public opinion poll related to elections is the basis for bringing a person to administrative responsibility (Article 120 of the Code of Administrative Offenses).
