As of November 3, 2022, the Central Election Commission received
notifications of public opinion polls from 5 legal entities
As of November 3, 2022, the Central Election Commission received notifications of public opinion polls from 5 legal entities with copies of documents attached:
1. Public Opinion Research Institute (“Qogamdyk pikir” zertteu instituty) – analysis method: data input and processing, as well as the output of one-dimensional, two-dimensional and three-dimensional tables using the SPSS program;
2. Institute for Public Policy of the AMANAT party – the method of face to face polling interviews, on the day of voting, polling outside the polling premises and polling stations (exit-poll);
3. Youth Research Centre – analysis method: conducting correlation and covariance analyzes, as well as a secondary analysis of public opinion polls;
4. Institute of Democracy Research Association - method of face to face interviews;
5. Institute of Comprehensive Social Research – Astana PF “SOCIS-A” Institute of Comprehensive Social Research (SOCIS-A ICSR) – on the day of voting, polling outside the polling premises and polling stations (exit-poll);
Information about notifications received by legal entities will be updated on the website of the Central Election Commission as they become available.
1. Regarding the timing of public opinion polls
According to paragraph 1 of Article 32 of the Constitutional Act “On Elections in the Republic of Kazakhstan,” it is prohibited to conduct a public opinion poll on election day in a polling premise or at a polling station.
Thus, a public opinion poll can be conducted in the period from the moment the election is announced until voting day.
Moreover, the Constitutional Act “On Elections in the Republic of Kazakhstan,” in accordance with Article 1, regulates relations that arise during the preparation and conduct of elections, i.e. during the electoral period.
2. Regarding the timing of the publication of the results of public opinion polls
According to paragraph 9 of Article 28 of the Constitutional Act “On Elections in the Republic of Kazakhstan,” within five days before the voting day and on the voting day, it is not allowed to publish in the media the results of public opinion polls, forecasts of election results, other studies related to elections.
