A meeting of the Central Election Commission was held on the provision
of voter lists to polling stations, approval of the text of the ballot paper and
accreditation of international observers
On October 31, 2022, a meeting of the Central Election Commission of the Republic of Kazakhstan was held under the chairmanship of Nurlan Abdirov.
The following issues were considered at the meeting:
1. On the submission of voter lists for each polling station, signed by the relevant akim, to the election commissions under the act;
2. On approval of the text of the voting ballot and ensuring their production;
3. On accreditation of observers of international organisations and foreign states for the early elections of the President of the Republic of Kazakhstan, scheduled for November 20, 2022.
Representatives of local executive bodies of regions, cities of republican significance, the capital spoke on the first issue of the agenda.
They informed that the voter lists for each polling station were signed by the akim, by whose decision the polling station was formed, and on October 30 this year submitted according to the act to precinct election commissions in paper form, to territorial commissions – electronically.
Summing up the first issue, Nurlan Abdirov said that since November 4 this year citizens will have the opportunity to check themselves in the voter lists at the respective polling stations, as well as receive an absentee certificate for the right to vote in another polling station.
Mukhtar Yerman, Secretary of the CEC of the Republic of Kazakhstan, made a report on the approval of the text of the voting ballot and provision of their production.
He said that all registered candidates for the President of the Republic of Kazakhstan are included in the ballot, indicating the last name, first name, patronymic in the alphabetical order of the state language and the line “Against all.”
According to the registration of candidates, the following text of the ballot has been established:

Line “Against all”
The total number of voters is 11,950,485. It is this figure that is reflected in the acts submitted to the election commissions. Thus, the number of ballots for the early elections of the President of the Republic of Kazakhstan, scheduled for November 20, 2022, including a reserve of 1 percent of the total number of voters included in the voter lists, is 12,069,990 pieces.
Secretary of the CEC of the Republic of Kazakhstan Mukhtar Yerman also informed about the accreditation of observers of international organisations and foreign states.
He said that on the proposal of the Ministry of Foreign Affairs, 63 observers from four international organisations and five foreign states were presented for accreditation. They include 31 observers accredited as part of the CIS Observer Mission, 10 observers – from the CIS IPA, 3 observers – from the Organisation of Islamic Cooperation, 10 observers – from the CSTO Parliamentary Assembly, 2 observers each – from Armenia, Hungary, Moldova, the Russian Federation and 1 observer from Sweden.
As applications for accreditation come in, data on international observers will be updated.
The institution for International Observation was opened by the Central Election Commission on September 22, 2022 and will complete its work at 18:00 on November 14, 2022.
Following the meeting, a briefing was held for representatives of the media, at which members of the Central Election Commission answered questions from the media.
