The Central Election Commission appointed the election of deputy of the
Senate of the Parliament from Astana instead of the retired one on December
22, 2022, and also approved the calendar plan of the main events for the
preparation and conduct of elections
On October 31, 2022, a meeting of the Central Election Commission of the Republic of Kazakhstan was held under the chairmanship of Nurlan Abdirov, at which the issue “On the appointment of the election of a deputy of the Senate of the Parliament of the Republic of Kazakhstan from Astana instead of the retired one” was considered.
Opening the meeting, Nurlan Abdirov noted that on October 12, 2022, the Central Election Commission adopted a resolution on the onset of grounds, entailing the termination of the powers of deputy of the Senate of the Parliament of the Republic of Kazakhstan Akhylbek Kurishbayev.
By the Resolution of the Senate of the Parliament of October 13, 2022, the powers of deputy of the Senate A. Kurishbayev were terminated. He also stressed that in accordance with Articles 69 and 83 of the Constitutional Act “On Elections in the Republic of Kazakhstan,” the elections of deputies of the Senate of the Parliament instead of those who left should be appointed by the Central Election Commission no later than two months from the moment of early termination.
Based on the above, by the decision of the Central Election Commission, the election of a deputy of the Senate of the Parliament of the Republic of Kazakhstan from Astana instead of the retired one was scheduled for December 22, 2022.
Deputy Chairman of the Central Election Commission Konstantin Petrov made a detailed report on the agenda of the meeting.
He noted that according to the Constitution, a deputy of the Senate of the Parliament can be a citizen of the Republic of Kazakhstan who has reached the age of thirty and has been permanently residing in the country for the last ten years and in the territory of the corresponding region, city of republican significance or the capital for at least three years. The candidate shall also have a higher education and work experience of at least five years and have an active suffrage.
Also at the meeting, the Calendar plan of the main events for the preparation and holding of the elections of the deputy from the city of Astana scheduled for December 22, 2022 instead of the retired one was approved.
According to the calendar plan, the following stages of the election campaign are defined:
● Nomination of candidates – from November 1 to 18:00 on November 25 this year (begins on the day following the day the election is called and ends at 18:00 local time one month before election day).
The nomination of a candidate for deputies of the Senate of the Parliament of the Republic of Kazakhstan shall be carried out by maslikhats, as well as in the order of self-nomination.
A candidate for deputies of the Senate shall be supported by at least ten percent of the votes of the total number of electors representing all maslikhats of the region, but no more than twenty-five percent of the votes of electors from one maslikhat.
● Registration – until 18.00 November 30 this year (starts after receiving all the necessary documents).
Registration of a candidate for deputies of the Senate of the Parliament of the Republic of Kazakhstan shall be carried out by the Election Commission of Astana if there is a decision of the city maslikhat to nominate a candidate for deputies (in case of nomination by the maslikhat); statements of consent to run as a candidate for deputies (or statements of a citizen about the intention to run as a candidate for deputies – in case of self-nomination); the minutes of the relevant election commission on the results of the verification of signatures of electors in support of the candidate; biographical data of the candidate; certificates of the state revenue authority on the submission by the candidate and his (her) spouse of declarations of assets and liabilities; a document certifying that the candidate made an election contribution in the amount of 900,000 KZT.
The paid contribution shall be returned to the candidate in cases where, following the results of the elections, the candidate is elected as a deputy of the Senate of the Parliament or, following the results of voting, the candidate receives at least five percent of the votes of the electors who took part in the voting, as well as in the event of the death of the candidate. In all other cases, the contribution made is non-refundable and is transferred to the income of the republican budget.
● Election campaigning – after 18.00 on November 30 until 00.00 on December 21 this year (begins at the end of the candidate registration period and ends at 00:00 local time on the day preceding election day).
● Day of silence – December 21 this year.
● Voting day – December 22 this year.
In accordance with the election legislation, the results of the counting of votes in the election of a deputy of the Senate shall be established at a meeting of the Electoral Commission of Astana, held at the polling station.
The results of the election of a deputy of the Senate of the Parliament shall be established by the Central Election Commission of the Republic of Kazakhstan no later than seven days from the date of the elections – no later than December 28 this year and published in the media a message about the election results.
