A meeting of the CEC was held to establish the compliance of candidates
for the President of the Republic of Kazakhstan
On October 13, 2022, a meeting of the Central Election Commission of the Republic of Kazakhstan was held under the chairmanship of Nurlan Abdirov, which was attended by representatives of state bodies, the media; members of the territorial election commissions of regions, cities of republican significance and the capital participated via videoconference.
The meeting considered the issues of establishing the compliance of candidates for the President of the Republic of Kazakhstan Khairulla Gabzhalilov, Talgat Yergaliyev and Fatima Bizakova.
1. Member of the Central Election Commission Assylbek Smagulov made a report on establishing the compliance of candidate for the President of the Republic of Kazakhstan K. Gabzhalilov. He said that in relation to candidate for the President of the Republic of Kazakhstan K. Gabzhalilov, the CEC of the Republic of Kazakhstan, in accordance with the requirements of Article 59 of the Constitutional Act on Elections, sent relevant requests to the authorised state bodies.
Presidential candidate Khairulla Gabzhalilov was born on April 29, 1950 in the Takhtakupir region of Karakalpakstan of the Republic of Uzbekistan.
According to the Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office of the Republic of Kazakhstan, Khairulla Gabzhalilov:
1) is not imprisoned in places of deprivation of liberty;
2) does not have a removed and unexpunged conviction in accordance with the procedure established by law;
3) has not been found guilty of committing a corruption crime and a corruption offense in the manner prescribed by law by a court;
4) has an active suffrage.
According to the information provided from:
· The Ministry of Internal Affairs, Khairulla Gabzhalilov is not a citizen of the Republic of Kazakhstan by birth, has been living in Kazakhstan for the last 24 years;
· The Ministry of Justice, “ASSAR” Association of oralmans” RPA, which nominated a candidate for the President of the Republic of Kazakhstan, has a document on registration with the Ministry of Justice of the Republic of Kazakhstan;
· The Agency for Civil Service Affairs, he has no work experience in the civil service or in elected public positions.
He has higher education.
Based on the submitted documents and information received from the authorised bodies, the candidate for the President of the Republic of Kazakhstan Khairulla Gabzhalilov does not meet the requirements established by paragraph 2 of Article 41 of the Constitution of the Republic of Kazakhstan, Article 54 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan.”
2. Secretary of the Central Election Commission Mukhtar Yerman made a report on establishing the compliance of candidate for the President of the Republic of Kazakhstan T.Yergaliyev. He said that in relation to candidate for the President of the Republic of Kazakhstan T. Yergaliyev, the Central Election Commission of the Republic of Kazakhstan, in accordance with the requirements of Article 59 of the Constitutional Act on Elections, sent relevant requests to the authorised state bodies.
Presidential candidate Talgat Yergaliyev was born on July 15, 1966 in Zhanteke village, Kurgaldzhin district, Tselinograd region.
According to the Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office of the Republic of Kazakhstan, Talgat Yergaliyev:
1) is not imprisoned in places of deprivation of liberty;
2) does not have a removed and unexpunged conviction in accordance with the procedure established by law;
3) has not been found guilty of committing a corruption crime and a corruption offense in the manner prescribed by law by a court;
4) has an active suffrage.
According to the information provided from:
· The Ministry of Internal Affairs, Talgat Yergaliyev is a citizen of the Republic of Kazakhstan by birth, has lived in Kazakhstan for the last 56 years;
· The Ministry of Justice, the legal entity, which nominated a candidate for the President of the Republic of Kazakhstan, “Union of Builders of Kazakhstan” Republican Association of Legal Entities does not meet the requirements of paragraph 1 of Article 55 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan”.
· The Agency for Civil Service Affairs, he has experience in the civil service only 3 years 4 months.
He has higher education.
Based on the submitted documents and information received from the authorised bodies, candidate for the President of the Republic of Kazakhstan Talgat Yergaliyev does not meet the requirements established by Article 54 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan.”
3. Member of the Central Election Commission Shavkat Utemissov made a report on the issue of establishing the compliance of candidate for the President of the Republic of Kazakhstan F. Bizakova. He said that in relation to candidate for the President of the Republic of Kazakhstan Fatima Bizakova, the CEC of the Republic of Kazakhstan, in accordance with the requirements of Article 59 of the Constitutional Act on Elections, sent relevant requests to the authorised state bodies.
Fatima Bizakova, a presidential candidate, was born on May 31, 1967 in the Abay village, Baizak district, Zhambyl region.
According to the Committee on Legal Statistics and Special Accounts of the General Prosecutor’s Office of the Republic of Kazakhstan, Fatima Bizakova:
1) is not imprisoned in places of deprivation of liberty;
2) does not have a removed and unexpunged conviction in accordance with the procedure established by law;
3) has not been found guilty of committing a corruption crime and a corruption offense in the manner prescribed by law by a court;
4) has an active suffrage.
According to the information provided from:
· The Ministry of Internal Affairs, Fatima Bizakova is a citizen of the Republic of Kazakhstan by birth, has lived in Kazakhstan for the last 55 years;
· The Ministry of Justice, “Practical Psychology” Republican Public Association, which nominated a candidate for the President of the Republic of Kazakhstan, has a document on registration with the Ministry of Justice of the Republic of Kazakhstan.
· The Agency for Civil Service Affairs, she has no work experience in the civil service or in elected public positions.
She has higher education.
Based on the submitted documents and information received from the authorised bodies, Fatima Bizakova, a candidate for the President of the Republic of Kazakhstan, does not meet the requirements established by Article 54 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan.”
Following the meeting of the Central Election Commission, a briefing was held with the participation of representatives of the media, at which members of the CEC answered questions from the media.
