The Central Election Commission adopted a resolution on establishing
the compliance of the candidate for the President of the Republic of
Kazakhstan Kassym-Jomart Tokayev
On October 8, 2022, a meeting of the Central Election Commission of the Republic of Kazakhstan was held under the chairmanship of Nurlan Abdirov, which was attended by representatives of political parties, the media; members of the territorial election commissions of regions, cities of republican significance and the capital participated via videoconferencing.
At the meeting, the issue of establishing the compliance of the candidate for the President of the Republic of Kazakhstan, Kassym-Jomart Tokayev, was considered.
Secretary of the Central Election Commission Mukhtar Yerman made a report on the agenda item. He said that in relation to candidate for the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the Central Election Commission, in accordance with the requirements of Article 59 of the Constitutional Act on Elections, sent relevant requests to authorised state bodies. According to the information received from them, there are no obstacles for Kassym-Jomart Tokayev to register as a candidate for the President of the Republic of Kazakhstan.
Thus, according to the data of the Committee on Legal Statistics and Special Records of the General Prosecutor’s Office of the Republic of Kazakhstan, Kassym-Jomart Tokayev meets the requirements of the Constitution and the Constitutional Act “On Elections in the Republic of Kazakhstan” for candidates for the President of the Republic of Kazakhstan.
According to the information provided by the Ministry of Internal Affairs, he is a citizen of the Republic of Kazakhstan by birth and has been living in Kazakhstan for the past 69 years.
According to paragraph 2 of Article 54 of the Constitutional Act “On Elections in the Republic of Kazakhstan,” the procedure for establishing fluency in the state language does not apply to the incumbent President, whose candidacy is re-nominated for the next term of office.
According to the submitted copy of the diploma, the candidate has a higher education (verification was made with the original diploma).
According to the information provided by the Agency of the Republic of Kazakhstan for Civil Service Affairs, his work experience in the civil service or in elected public positions is 43 years and 1 month.
According to the information provided by the Ministry of Justice, the Republican public associations that nominated the candidate for the President of the Republic of Kazakhstan have registration documents with the Ministry of Justice.
In this regard, the Central Election Commission resolves to:
1. Establish that the candidate for the President of the Republic of Kazakhstan Kassym-Jomart Tokayev complies with the requirements of the Constitution of the Republic of Kazakhstan and the Constitutional Act of the Republic of Kazakhstan dated September 28, 1995 “On Elections in the Republic of Kazakhstan.”
2. Issue signature sheets in the required amount to collect signatures in support of the candidate for the President of the Republic of Kazakhstan.
Collection of signatures will be carried out by proxies of the candidate. Registration of proxies will be carried out by territorial election commissions on the basis of the Instruction approved by the Central Election Commission on November 21, 2011 No. 62/108.
Following the meeting, a briefing was held at the Central Election Commission with the participation of representatives of the media, at which members of the CEC of the Republic of Kazakhstan answered questions from the media.
