The meeting of the Central Referendum Commission of the Republic of Kazakhstan was held on the results of the republican referendum

On June 7, 2022, a meeting of the Central Referendum Commission of the Republic of Kazakhstan, under the chairmanship of Nurlan Abdirov, was held on the results of the Republican Referendum.

The meeting was attended by representatives of the General Prosecutor's Office, mass media, members of the territorial referendum commissions of the regions, Nur-Sultan, Almaty and Shymkent.

Nurlan Abdirov said that according to the authority of Articles 21 and 31 of the Constitutional Law "On Republican Referendum", the Central Referendum Commission of the Republic of Kazakhstan summarizes the results of the referendum in the republic and ensures the transmission of information about it in the mass media.

The territorial commissions of regions, Nur-Sultan, Almaty and Shymkent cities summarized the results of the referendum in the corresponding administrative-territorial units.

All territorial referendum commissions within two days after counting of votes delivered to the Central Referendum Commission of the Republic of Kazakhstan original protocols on voting results.

On the basis of the protocols submitted by the Central Referendum Commission of the Republic of Kazakhstan, the results of the republican vote were established.

The total number of citizens of the Republic of Kazakhstan entitled to participate in the referendum was 11 million 734 thousand 642.

In the nationwide voting on June 5, 2022 on making amendments and addenda to the Constitution of the Republic of Kazakhstan 7 million 985 thousand 769 people or 68,05% of the number of citizens eligible to participate in the referendum took part.

Thus, according to article 31 of the Constitutional law "On republican referendum" the referendum is considered valid.

Amendments and additions to the Constitution submitted to a republican referendum shall be deemed adopted if more than half of the citizens who took part in the voting have voted for them in not less than two-thirds of the regions, cities of republican significance and the capital.

77.18 percent of the citizens who voted in all regions of the country, or 6 million 163,516 people, voted for the constitutional amendments.

This represented an absolute majority in each of the 17 regions.

The number of citizens who voted against the constitutional amendments was 18.66% or 1 million 490 thousand 470 of those who took part in the voting.

Thus, on the basis of Articles 31, 34 of the Constitutional Law "On Republican Referendum" the proposed amendments to the Fundamental Law of the country are considered to be adopted.

The decision adopted in referendum has a binding force and does not require additional confirmation by acts.

Amendments and additions to the Constitution adopted in the referendum shall come into force from the day of publication of the official announcement on the results of the referendum.

Regarding the other questions in summing up the results of the referendum:

The number of ballots in which both answers were chosen, i.e., those which were recognized as valid, but not counted in the vote count, was 1.58%, or 125 thousand 859 ballots.

The rest of the ballots, which are ballots of an unspecified pattern or where it is impossible to determine the expression of will of the voters, are declared invalid. The number of such ballots was 2.58% or 205 thousand 924 ballots.

In summing up the results, the Central Referendum Commission of the Republic of Kazakhstan has taken into account the appeal of the territorial commission of Almaty.

Based on the materials submitted to the territorial commission, in accordance with articles 21, 31 of the Constitutional law "On republican referendum" the Central Referendum Commission of the Republic of Kazakhstan recognized invalid the referendum at the separate polling station of the administrative-territorial unit.

In this connection the results of voting at polling station № 2 in Almaty were not included in the final results of the referendum.

According to the results of CRC RK session the resolution "On results of voting at the republican referendum on June 5, 2022" was accepted.
