From March 10 to March 11, 2022, the Chairman of the Central Election Commission Nurlan Abdirov paid a working visit to Akmola region
As part of a working trip to the Akmola region, Chairman of the Central Election Commission Nurlan Abdirov held a number of meetings with the public of the region on the electoral process.
On March 10, 2022, the head of the CEC visited the Akkol district where he met with the residents of the Dombiraly village. He also got acquainted with the work of the akim elected on July 25, 2021 for the development of the Kenes rural district. In general, the villagers positively assess the activities of their elected akim.
On March 11, 2022, he met with representatives of political parties, NGOs, media, opinion leaders, bloggers and members of the regional election commissions. The event was attended by 270 people.
Opening the meeting Nurlan Abdirov noted that Kazakhstan is entering a new stage of its development and our goal is to qualitatively carry out the necessary reforms. At the same time, the electoral process is a key one in a democratic state, and today, in order to make it as open and transparent as possible the opinion of every citizen of Kazakhstan must be heard.
The event discussed issues of reforming and improving the electoral legislation as well as the electoral system and electoral processes.
Participants of the meeting proposed the introduction of a majoritarian and mixed electoral system during the elections of deputies of the Mazhilis and maslikhats, an increase in the quota for women in party lists.
There was also a discussion on the introduction of electronic voting in future election campaigns, the electoral activity of voters as well as their responsibility for their choice.
Representatives of NGOs raised the issue of the importance of systematic work of electoral bodies with national observers, increasing their electoral culture. The CEC Chairman supported the proposal of the public and stressed that it is necessary to improve the electoral culture of all categories of participants in the electoral process and not just national observers. In addition, this is one of the key vectors of the Central Election Commission.
An exchange of views also took place on introduction of the institution of effectiveness of rural akims and the requirements of the legislation in relation to candidates for this elective position. Nurlan Abdirov noted that the village akim is the first line of the “hearing state” who is responsible for all spheres of life in the village and must be able to do everything.
On the same day, the head of the Central Election Commission held a meeting with young people - students of higher educational institutions of the Akmola region in the building of the Kokshetau State University named after Sh. Ualikhanov. The event was attended by 150 people.
At the meeting, issues on the introduction of electronic voting, increasing the confidence of young people in the institution of elections, the youth quota in party lists, the features of the national electoral system, the activities of the Central Election Commission, the participation of Kazakhstanis in international election monitoring in foreign countries were discussed.
In general, during the meeting a substantive discussion on improving legal literacy and electoral activity among young people as well as on a number of other topical issues of the electoral process took place.
The chairman of the CEC of the Republic of Kazakhstan noted that today it can be said with confidence that the future belongs to the youth it is they who shall build the “New Kazakhstan” and naturally many issues shall be resolved through the elections on which both the fate of the country and each of them personally will depend - these are the presidential elections, and the election of deputies of the Mazhilis and maslikhats, and of course, the election of akims. He also noted that young people should be involved in the political process and should clearly understand that their future should be laid through open and fair elections that take place in Kazakhstan.
Following the meeting, the Chairman of the CEC expressed gratitude to the youth of the region for an open, meaningful and interesting dialogue.
