The Central Election Commission appointed election of a deputy Senate of the Parliament from Almaty region instead of the retired one on April 22, 2022 and also approved Calendar plan of the main events for the preparation and conduct of elections
On February 22, 2022 a meeting of the Central Election Commission of the Republic of Kazakhstan was held under the chairmanship of Nurlan Abdirov during which the issue “On appointment of election of a deputy of the Senate of the Parliament of the Republic of Kazakhstan from Almaty region instead of the retired one” was considered.
Opening the meeting, Nurlan Abdirov noted that on December 29, 2021, the Central Election Commission adopted a resolution on occurrence of grounds entailing termination of powers of the deputy of the Senate of the Parliament of the Republic of Kazakhstan Nurlan Kylyshbayev.
By the Decree of the Senate of the Parliament of December 30, 2021 the power of the deputy of the Senate N.N. Kylyshbayev was terminated. He also stressed that in accordance with Articles 69 and 83 of the Constitutional Act "On Elections in the Republic of Kazakhstan" the election of deputies of the Senate of the Parliament instead of those who left should be appointed by the Central Election Commission no later than two months from the moment of early termination.
Based on the above, election of a deputy of the Senate of the Parliament of the Republic of Kazakhstan from Almaty region instead of the retired one was scheduled by the decision of the Central Election Commission for April 22, 2022.
Deputy Chairman of the Central Election Commission Konstantin Petrov delivered a detailed report on the agenda of the meeting.
He also noted that according to the Constitution a deputy of the Senate of the Parliament can be a citizen of the Republic of Kazakhstan who has reached the age of thirty years and has been permanently residing in the country for the last ten years and on the territory of the corresponding region, city of republican significance or the capital for at least three years. In addition, the candidate must have a higher education and work experience of at least five years and have an active suffrage.
Also at the meeting, the main events Calendar plan for preparation and holding of the election of a deputy from the Almaty region scheduled for April 22, 2022 instead of the retired one was approved.
According to the calendar plan, the following stages of the election campaign were defined:
● Nomination of candidates starts from February 23 until 18:00, March 22 this year (begins on the day following the day the election is called and ends at 18:00 local time one month before election day).
The nomination of a candidate for deputies of the Senate of the Parliament of the Republic of Kazakhstan is carried out by maslikhats, as well as in the manner of self-nomination.
A candidate for deputies of the Senate must be supported by at least ten percent of the votes of the total number of electors representing all maslikhats of the region, but not more than twenty-five percent of the votes of electors from one maslikhat.
● Registration lasts until 18.00 April 1 this year (starts after receiving all the necessary documents).
Registration of a candidate for deputies of the Senate of the Parliament of the Republic of Kazakhstan is carried out by the Almaty Regional Election Commission if there is a decision of the regional, city or district maslikhat to nominate a candidate for deputy (in the case of nomination by the maslikhat); statements of consent to run as a candidate for deputy (or statements of a citizen about the intention to run as a candidate for deputy - in case of self-nomination); the minutes of relevant election commission on results of verification of signatures of electors in support of the candidate; biographical data of the candidate; certificates of the state revenue authority on the submission by the candidate and his (her) spouse (husband) of declarations of assets and liabilities; a document certifying that the candidate made an election contribution in the amount of 900,000 tenge.
The contribution made is returned to the candidate in cases where following results of the elections the candidate is elected as a deputy of the Senate of the Parliament or following the results of voting the candidate receives at least five percent of votes of the electors who took part in the voting as well as in the event of the candidate's death. In all other cases, the contribution made is non-refundable and is transferred to the income of the republican budget.
● Election campaigning is held after 18.00 on April 1 until 00.00 on April 21 this year (starts from the end of the candidate registration period and ends at 00:00 local time on the day preceding election day).
● Day of Silence - April 21 this year.
● Voting day - April 22 this year.
In accordance with electoral legislation the results of the counting of votes in the election of a deputy of the Senate shall be established at a meeting of the Almaty Regional Election Commission held at a polling station.
The results of the election of a deputy of the Senate of the Parliament are established by the Central Election Commission of the Republic of Kazakhstan no later than seven days from the day of the elections, no later than April 28 of this year and should be published and announced in the media on the election results.
