Meeting of the Central Election Commission on registration of the party list of the People's Party of Kazakhstan, on accreditation of international observers
On December 7, 2020, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, which was attended by representatives of political parties, General Prosecutor's Office, Ministries of Justice, Internal Affairs and Finance, territorial election commissions in the videoconferencing mode, and representatives of the media - online.
Two issues were considered at the meeting:
1. On registration of the list of the "People's Party of Kazakhstan" Public Association at the elections of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan;
2. On accreditation of observers of an international organization and foreign states for the regular elections of deputies of the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan.
Member of the Central Election Commission Assylbek Smagulov made a report on the first issue of the agenda.
He said that on November 29, 2020, documents of the "People's Party of Kazakhstan" Public Association on the nomination of candidates for the election of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan were submitted to the Central Election Commission of the Republic of Kazakhstan.
To be elected as a deputy of the Mazhilis, a candidate shall be a citizen of the Republic of Kazakhstan; have lived in the territory of the Republic of Kazakhstan for the last 10 years; be at least 25 years old; have an active right to vote. In accordance with Article 89 of the Constitutional Act "On Elections in the Republic of Kazakhstan", only one list from one political party shall be allowed for registration, with the number of persons included in it not exceeding the established number of deputy mandates distributed among political parties by thirty percent. In the party list, the number of women and persons under the age of twenty-nine shall be at least thirty percent of the total number of persons included in it.
The People's Party of Kazakhstan presented a party list of 114 people.
At the same time, the Central Election Commission received an application from citizen G.Kairzhanov to withdraw his candidacy from the party list. In accordance with Article 90 of the Constitutional Act "On Elections in the Republic of Kazakhstan", a person included in the party list may withdraw his/her candidacy from the party list by submitting a written statement about this to the Central Election Commission. In this case, the Central Election Commission shall decide to exclude the person included in the party list.
Thus, 113 people are represented in the party list of the People's Party of Kazakhstan, of whom: 41 - women and persons under the age of twenty-nine, which is 36.2 percent of the total number included in the list.
Based on the information provided by the authorized bodies, the Central Election Commission checked the persons included in the party list of the "People's Party of Kazakhstan" Public Association for election as a deputy of the Mazhilis, compliance with the requirements of the Constitution and the Constitutional Act "On Elections in the Republic of Kazakhstan".
All persons included in the party list of the "People's Party of Kazakhstan" Public Association meet the requirements of the Constitution and the Constitutional Act "On Elections in the Republic of Kazakhstan".
In this regard, the members of the Central Election Commission adopted a resolution: “On registration of the list of the “People's Party of Kazakhstan” Public Association at the elections of deputies to the Mazhilis of the Parliament of the Republic of Kazakhstan”.
Anastassiya Schegortsova, member of the Central Election Commission, made a report on the second issue of the meeting.
She informed that since the opening of the Institute for International Election Observation on October 22, 2020, the Central Election Commission of the Republic of Kazakhstan has held 2 meetings and 39 observers have been accredited - 29 observers from the Interparliamentary Assembly of the CIS member states; 6 observers as part of the CIS Mission; 4 observers from the Organisation of Islamic Cooperation.
As applications for accreditation are received, the data on observers is periodically updated. So, as of December 7, 2020, 12 observers from the OSCE/ODIHR and 11 observers from 5 foreign states were submitted for accreditation to the Central Election Commission from the Ministry of Foreign Affairs: from the Hashemite Kingdom of Jordan - 3 observers; from the Kyrgyz Republic, the Maldives, the Republic of Moldova, the Turkish Republic - by 2 observers from each state.
On the second issue of the meeting, a resolution was adopted by the Central Election Commission of the Republic of Kazakhstan "On accreditation of observers of international organization and foreign states for the regular elections of deputies of the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan."
Thus, as of December 7, 2020, 62 international observers were accredited.
In accordance with the Constitutional Act on Elections, accreditation of observers from foreign states and international organizations will end at 18:00 local time five days before voting day, i.e. at 18:00 on January 4, 2021.
After the meeting, a briefing for the media took place, at which members of the CEC answered questions from the media.
