Meeting of the Central Election Commission on registration of the party list of
"Nur Otan" Party, on accreditation of international observers
On 2 December this year, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, which was attended by representatives of political parties, the General Prosecutor's Office, Ministries of Justice, Internal Affairs and Finance, territorial election commissions in the videoconferencing mode, and representatives of the media - online.
Two issues were considered at the meeting:
1. On registration of the party list of the "Nur Otan" Party Public Association at the regular elections of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, scheduled for January 10, 2021;
2. On accreditation of observers of international organizations for the regular elections of deputies of the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan, scheduled for January 10, 2021.
Opening the meeting, Chairman of the Central Election Commission of the Republic of Kazakhstan Berik Imashev recalled that the term for nominating party lists of candidates for deputies of the Mazhilis ended on November 30 at 18:00. Five political parties submitted party lists to the Central Election Commission.
Member of the Central Election Commission Assylbek Smagulov made a report on the first issue of the agenda.
He said that on November 26, 2020, documents of the "Nur Otan" Party Public Association on the nomination of candidates for the election of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan were submitted to the Central Election Commission of the Republic of Kazakhstan.
To be elected a deputy of the Mazhilis, a candidate shall be a citizen of the Republic of Kazakhstan; have lived in the territory of the Republic of Kazakhstan for the last 10 years; be at least 25 years old; have an active right to vote. In accordance with Article 89 of the Constitutional Act "On Elections in the Republic of Kazakhstan", only one list from one political party is allowed for registration, with the number of persons included in it not exceeding the established number of deputy mandates distributed among political parties by thirty percent. In the party list, the number of women and persons under the age of twenty-nine shall be at least thirty percent of the total number of persons included in it.
There are 126 people on the party list of the "Nur Otan" Party Public Association, of which 40 are women and persons under the age of twenty-nine, which is 31.7 percent of the total number included in the list.
Based on the information provided by the authorized bodies, the Central Election Commission checked the persons included in the party list for election as a deputy of the Mazhilis for compliance with the requirements of the Constitution and the Constitutional Act "On Elections in the Republic of Kazakhstan".
All persons included in the party list comply with the requirements of the Constitution and the Constitutional Act "On Elections in the Republic of Kazakhstan".
In this regard, members of the Central Election Commission adopted a resolution "On registration of the party list of "Nur Otan" Party Public Association at the regular elections of deputies of the Mazhilis of the Parliament of the Republic of Kazakhstan, scheduled for January 10, 2021".
Anastassiya Schegortsova, member of the Central Election Commission, made a report on the second issue of the meeting.
She informed that according to Article 20-2 of the Constitutional Act "On Elections in the Republic of Kazakhstan", accreditation of observers of foreign states, international organizations shall be carried out by the Central Election Commission on the proposal of the Ministry of Foreign Affairs.
Earlier, on November 20, 2020, 29 observers from the CIS Interparliamentary Assembly were accredited by the Central Election Commission.
On November 25 and 26, 2020, the Ministry of Foreign Affairs received submissions for accreditation of 10 observers, of which 6 observers are accredited as part of the Observer Mission from the Commonwealth of Independent States; 4 observers - Observer Mission from the Organisation of Islamic Cooperation. A. Schegortsova emphasized that as the submissions for accreditation are received, the data on observers will be updated.
Based on the above, the Central Election Commission adopted the resolution "On accreditation of observers of international organizations for the regular elections of deputies of the Mazhilis of the Parliament and maslikhats of the Republic of Kazakhstan, scheduled for January 10, 2021".
Accreditation of international observers will be carried out until 18.00 of January 4, 2021.
After the meeting, a briefing for the media took place, at which members of the CEC answered questions from the media.
