Results of election campaigning of presidential candidates and readiness of polling stations for voting day
On June 7, 2019, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, which was attended by representatives of political parties, the OSCE / ODIHR, the CIS and the TurkPA Missions.
The meeting addressed two issues: Results of the pre-election campaigning conducted by candidates for the President of the Republic of Kazakhstan. The readiness of polling stations for the day of voting.
The results of the pre-election campaigning were presented in a report “The results of the dissemination in the media of information about the election campaign activities in support of candidates in equal volumes of print space, airtime” by Vice-Minister of Information and Social Development of the Republic of Kazakhstan Nurgul Mauberlinova. She reported that 802 media outlets were engaged in the coverage of the electoral campaign. According to the results of the monitoring, more than 16,000 informational materials were published in all types of media. The Ministry, together with the CEC, has carried out a great deal of work on informing voters about the preparation and conduct of elections. About 5,000 materials were published in the media to raise the population’s awareness on the organizational, legal, procedural aspects of participation in elections. In addition, the republican and regional TV channels broadcasted 13 videos on a rotational basis.
As for covering the activities of candidates and ensuring equal access to the media, according to the monitoring data, the requirements of the law at the republican level were fully met. The coverage of candidates on republican TV channels was equal. On average, the share of each candidate was 14.3%, in republican print media - from 13.5% to 17%, and on Internet resources - from 13% to 17%.
A report on the measures taken by the prosecutor’s office to ensure legality of the election campaigning was made by Deputy Prosecutor General of the Republic of Kazakhstan, Bulat Dembayev. As he stated, only sporadic violations were revealed. Most violations are related to public opinion polls. In this regard, the prosecutor's office instituted administrative proceedings against 3 citizens and 4 legal entities. Another violation was a deliberate damage to a campaign material of one of the presidential candidates. Based on that, a fine was imposed on a resident of the capital by a court.
Representatives of territorial election commissions (with regard to the delivery of ballots, the availability of information and teaching materials at polling stations) reported on the readiness of polling stations for the day of voting in the form of videoconferencing. The Central Election Commission stated the readiness of polling stations for the voting day.
