Meeting of the Central Election Commission of the Republic of Kazakhstan was held on May 31, 2019
On May 31, 2019, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, which was attended by representatives of political parties, the OSCE/ODIHR and CIS missions. The following issues were addressed at the meeting:
1. Results of the organization of training for members of election commissions and other participants in the electoral process during the preparations for the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019
2. Determination of a different voting schedule at certain polling stations at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019
3. Cancellation of the accreditation of an observer of an international organization at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019
4. Accreditation of observers of international organizations and foreign states at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019
Results of the organization of training for members of election commissions and other participants in the electoral process during the preparations for the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019
According to the data submitted to the RK CEC by territorial election commissions of oblasts, cities of republican significance and the capital, within the preparation for the early election of the President of the Republic of Kazakhstan, from the moment of the announcement of the election campaign to the present, the training has been provided to:
-1,624 members of territorial election commissions of all levels, which is 100% of the total composition of the TECs;
-More than 65,000 members of precinct election commissions, which is 94% of the total number of new PEC members.
The analysis of the training activities was presented by Secretary of the CEC of the Republic of Kazakhstan S. Mustafina. The experience of organizing and conducting training in the regions was shared by the chairpersons of the territorial election commissions of Aktobe Oblast, Zhambyl Oblast and the city of Almaty.
As the CEC Secretary noted, the training for election officials of election commissions of the republic was conducted on a systematic basis in accordance with the Plan for organizing training for election commission members and other participants in the electoral process during the preparation for the early election of the President of the Republic of Kazakhstan, which was approved at a meeting of the Central Election Commission on April 15, 2019.
The training for members of precinct election commissions was held according to the curriculum and teaching package “Legal framework of the electoral process and organization of work of election commissions during the election of the President of the Republic of Kazakhstan”, developed by the CEC RK.
The electoral training was focused on six areas:
1. Training of members of election commissions at the regional branches of the Academy of Public Administration under the President of the Republic of Kazakhstan.
2. Field training of members of local lower-level election commissions using the cascade method.
3. Distance learning and testing.
4. Field training workshops in the regions, conducted by members and employees of the RK CEC.
5. Video conferencing workshops for the regions.
6. Training activities for other participants in the electoral process.
In general, the electoral training for members of election commissions and other participants in the electoral process covered 118,112 people.
Determination of a different voting schedule at certain polling stations at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019
The territorial election commissions reported on the decisions taken in accordance with the legislation on the establishment of voting time at certain polling stations from 6.00 am. At polling stations formed in military units, recreation centers, health resorts, inpatient prevention and treatment facilities, pre-trial detention centers and temporary detention facilities, a precinct election commission may declare the vote completed at any time if all voters on the list have voted.
Cancellation of the accreditation of an observer of an international organization at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019
Upon the recommendation of the Ministry of Foreign Affairs of the Republic of Kazakhstan, the question was raised to cancel the accreditation of an observer from the Cooperation Council of Turkic Speaking States and to withdraw the certificate of Jeyhun Shahverdiyev.
In this regard, the resolution No. 35/270 of the Central Election Commission of the Republic of Kazakhstan dated May 21, 2019 “Accreditation of observers of international organizations to the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019” was amended accordingly:
line number 41 “5.Jeyhun Shahverdiyev” was deleted in the section “3. The Cooperation Council of the Turkic Speaking States” in the list of observers of international organizations accredited to the Central Election Commission of the Republic of Kazakhstan for the early election of the President of the Republic of Kazakhstan, approved by the said resolution.

A member of the Central Election Commission, Zauresh Baimoldina, reported that, on May 23 and 30, the Ministry of Foreign Affairs of the Republic of Kazakhstan made submissions for the accreditation of observers of a number of Missions:
- 323 observers from the CIS Mission;
- 15 observers from the IPA CIS;
- 263 observers from the OSCE/ODIHR Mission;
- 18 observers from the CSTO PA;
- 9 observers from the CCTS;
- 1 observer from the SCO Mission.
In addition, 91 observers from 31 foreign states were submitted, including representatives of the central electoral authorities of India, Indonesia, Kyrgyzstan, Romania, Tajikistan, Turkmenistan, Uzbekistan.
In total, 720 observers were submitted for accreditation.
Data on observers is being updated as soon as submissions for accreditation are received.
Accreditation of observers of foreign states and international organizations will be carried out by the CEC until 6 pm on June 3, 2019.
As of May 31, the total number of observers from international organizations and foreign states amounted to 967 people.
