Meeting of the Central Election Commission of the Republic of Kazakhstan was held on May 21, 2019
On May 21, 2019, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, attended by representatives of political parties and representatives of the OSCE/ODIHR Mission. The meeting addressed the following issues:
1. “Submission of voter lists for each polling station, signed by the relevant akim, to the electoral commissions in accordance with the relevant documentation”
2. “Approval of the text of ballot papers and ensuring their production”
3. “Withdrawal of the accreditation of an observer of an international organization at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019”
4. “Accreditation of observers of international organizations and foreign countries at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019”
“Submission of voter lists for each polling station, signed by the relevant akim, to the electoral commissions in accordance with the relevant documentation”
Territorial election commissions of oblasts, cities of Nur-Sultan, Almaty, and Shymkent, discussed the issue in the form of videoconferencing.
Voter lists for each polling station were submitted to election commissions by the relevant akims twenty days before the voting day - May 20, 2019.
According to the lists, the total number of voters in the country is 11,947,995 people.
Voters of the Republic of Kazakhstan can familiarize themselves, fifteen days before the election day, with voter lists at polling stations established at their place of residence.
From this time onward, citizens are provided with the opportunity to check their personal data in the voter lists at the place of their registration, to appeal against inaccuracies in their data, non-inclusion, incorrect inclusion or exclusion from the list.
“Approval of the text of ballot papers and ensuring their production”
Secretary of the Central Election Commission, Sabila Mustafina, reported that the voter lists signed by the relevant akims were transferred to the polling stations by local executive bodies on May 20, 2019.
In accordance with clause 2 of Article 37 of the Act on Elections, ballots shall be produced in an amount equal to the number of voters with a reserve of 1 percent of the total number of voters.
In this regard, it is necessary to produce 12,067,475 ballot papers.
The form and the text of the ballot paper for the election of the President shall be established by the Central Election Commission, which also ensures their production. The form of the ballot paper for the election of the President has been established in accordance with Appendix 1 to Resolution No. 11/192 of the Central Election Commission of August 23, 2018. The ballot paper includes all registered candidates with the surname, name, patronymic in the alphabetical order of the state language.
In addition, in order to protect ballots against forgery and counterfeiting, the degree of security of ballots was established.
Delivery of ballots to election commissions of oblasts, cities of republican significance, and the capital, will be carried out by special communications.
Election commissions of oblasts, cities of the republican significance and the capital must ensure delivery and transfer of ballots to precinct election commissions no earlier than three days, i.e. on June 6, and no later than one day before the elections, i.e. on June 8.
“Withdrawal of the accreditation of an observer of an international organization at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019”
According to the report of the Central Election Commission member, Zauresh Baimoldina, the accreditation of observers of foreign states and international organizations shall be withdrawn by the Central Election Commission on the recommendation of the Ministry of Foreign Affairs.
Pursuant to the letter of the OSCE / ODIHR Election Observation Mission and the recommendation of the Ministry of Foreign Affairs of the Republic of Kazakhstan, the CEC of Kazakhstan adopted a resolution that withdraws the accreditation of an observer of the OSCE / ODIHR Election Observation Mission, Alexander John Folks, and revokes his certificate.
In this regard, a corresponding change was made to the list of observers of international organizations accredited to the Central Election Commission of the Republic of Kazakhstan for the early election of the President of the Republic of Kazakhstan, approved by Resolution No. 28/262 of the Central Election Commission of the Republic of Kazakhstan dated May 6, 2019 “Accreditation of observers of international organizations at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019”:
the line with the sequence number 40 “7 Alexander John Folks” was removed from the section “4. OSCE/ODIHR Election Observation Mission”.

Member of the Central Election Commission, Zauresh Baimoldina, reported that the Ministry of Foreign Affairs of the Republic of Kazakhstan provided submissions for the accreditation of observers from a number of Missions:
- 35 observers from the CIS Observation Mission;
- 1 observer from the OSCE / ODIHR Election Observation Mission;
-7 observers from the Mission of the CCTS.
Along with this, there was a submission on 16 observers from foreign states, who represent the central electoral authorities of Armenia, Bulgaria, Georgia, Malaysia, Moldova, Latvia, the Russian Federation, and Turkey.
In total, the data on 59 observers was submitted for accreditation.
Data on observers is being updated as soon as submissions for accreditation are received.
Accreditation of observers of foreign states and international organizations will be carried out by the CEC until 6 pm on June 3, 2019.
