The issues of election campaigning are regulated by the Constitutional Act No. 2464 of the Republic of Kazakhstan of September 28, 1995 “On Elections in the Republic of Kazakhstan”, as well as by the approved Resolution No. 90/178 of the Central Election Commission of the Republic of Kazakhstan of June 25, 2007 “Approval of the Rules for electoral campaigning through media and information support to the election of the President of the Republic of Kazakhstan, members of the Parliament, maslikhats of the Republic of Kazakhstan, as well as members of other local government bodies (hereinafter - the Rules).
Clause 18 of Chapter 4 of the Rules stipulates that the schedule for the provision of airtime and print space for speeches of presidential candidates shall be developed by the editors of the media, taking into account the technical capabilities of the media. This schedule also includes the publication of advertising and campaign materials of candidates or political parties.
A copy of the schedule, which specifies the date and time of release (broadcast) of campaign materials of candidates or political parties shall be sent to the Central Election Commission within three days from the date of the candidate’s application for the presidency. Changes to the schedule must be submitted within 24 hours.
