Registration of Daniya Yespayeva as a candidate for the President of the Republic of Kazakhstan
On May 4, 2019, a meeting of the Central Election Commission of the Republic of Kazakhstan was held, attended by representatives of political parties and a number of state authorities. The meeting addressed a draft Resolution:
1. Registration of Daniya Yespayeva as a candidate for the President of the Republic of Kazakhstan at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019.
A member of the Central Election Commission, Zauresh Baimoldina, presented a draft Resolution.
On April 25, 2019, the documents of Daniya Yespayeva on her nomination as a candidate for the President of the Republic of Kazakhstan from the Public Association “Ak Zhol Democratic Party of Kazakhstan” were submitted to the Central Election Commission:
1) an extract from the protocol of the meeting of the highest body of the Public Association “Ak Zhol Democratic Party of Kazakhstan” on the nomination of Daniya Yespayeva for the President of the Republic of Kazakhstan;
2) the statement by Daniya Yespayeva about her consent to run as a candidate for the President with the attachment of copies of the identity card and higher education diplomas, biographical data, as well as documents confirming experience in the public service or in elective government positions;
3) a document certifying the payment of the election contribution to the account of the Central Election Commission.
On the basis of these documents, as well as of the candidate’s fluency in the state language, Resolution No. 19/252 of the Central Election Commission dated April 27, 2019 established that the presidential candidate Daniya Yespayeva complies with the Constitution and the Constitutional Act “On Elections in the Republic of Kazakhstan”, and the signature sheets were issued for collecting signatures of citizens.
The following documents were submitted for the candidate’s registration at the Central Election Commission:
- a certificate of the state revenue authority on the submission of the income and property declaration by the presidential candidate Daniya Yespayeva;
- a medical certificate confirming that Daniya Yespayeva has no diseases hindering her registration as a candidate for the President of the Republic of Kazakhstan;
- protocols of election commissions of oblasts, cities of Nur-Sultan, Almaty and Shymkent on the verification of collected signatures of citizens in support of the presidential candidate Daniya Yespayeva.
According to these protocols, the proxies collected signatures of 144,098 citizens in all 17 regions of Kazakhstan in support of the presidential candidate Daniya Yespayeva, and 139,541 of them have been considered reliable.
At the same time, the required number of reliable signatures in support of a candidate for the President of the Republic of Kazakhstan, established by Resolution No. 13/237 of the Central Election Commission dated April 15, 2019, is at least 118,140 signatures.
All documents required for the registration of Daniya Yespayeva as a presidential candidate have been submitted to the Central Election Commission and fully comply with the requirements of the legislation.
Based on the above, the Resolution “Registration of Daniya Yespayeva as a candidate for the President of the Republic of Kazakhstan at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019” was adopted.
The Resolution envisages the following:
- to register Daniya Yespayeva as a candidate for the President of the Republic of Kazakhstan at the early election of the President of the Republic of Kazakhstan, scheduled for June 9, 2019;
- to issue a corresponding candidate’s ID to the presidential candidate Daniya Yespayeva;
- to provide Halyk Savings Bank of Kazakhstan JSC with information on the registration of the presidential candidate Daniya Yespayeva for opening a special temporary account;
- to publish in the media information on the registration of the candidate for the President of the Republic of Kazakhstan, Daniya Yespayeva.
