Meeting of the Central Election Commission of the Republic of Kazakhstan on April 28, 2019
The Central Election Commission of the Republic of Kazakhstan held a meeting on April 28, 2019 following the nomination stage of presidential candidates at the early elections of the President of the Republic of Kazakhstan, which was attended by representatives of political parties and a number of state bodies. The meeting reviewed the draft resolution:
“On the results of the nomination of candidates for the early elections of the President of the Republic of Kazakhstan, scheduled for June 9, 2019”
Deputy Chairman of the Central Election Commission Konstantin Petrov read the draft resolution.
According to the report, the nomination stage took place from April 10 to April 28 in accordance with the Calendar Plan of the main activities for the preparation and holding of early elections of the President of the Republic of Kazakhstan, scheduled for June 9, 2019.
According to Article 55 of the Constitutional Act “On Elections in the Republic of Kazakhstan,” the right to nominate presidential candidates shall belong to republican public associations registered in the prescribed manner and shall be exercised at meetings of their highest bodies.
For the nomination of a presidential candidate to the Central Election Commission, it was necessary to submit:
1) an extract from the minutes of the meeting of the highest body of the republican public association on the nomination of a candidate
2) the candidate’s statement of consent to stand in elections in accordance with the form established by the resolution of the Central Election Commission as of April 10, No. 10/233;
3) a document certifying that the candidate made election contribution a rate of fifty times of the minimum wage established by the legislation, i.e. 2,125,000 tenge.
Thus, summing up the results of the nomination stage, the documents established by the legislation were submitted to the Central Election Commission by 9 republican public associations, including 4 political parties. The following candidates were nominated:
1. Sadi-Bek Tugel
He was born on March 1, 1955 in Amangeldy village of Ulansky District, East Kazakhstan Region.
He was nominated by the “Uly Dala Kyrandary” Republican Public Association on April 17, 2019.
Documents were submitted to the CEC of the RK on April 22, 2019.
Based on Conclusion No.3 of the linguistic commission dated April 24, 2019, he is fluent in the state language.
According to the resolution of the CEC of the RK dated April 26, 2019 No. 18/249, Sadi-Bek Tugel meets the requirements established by clauses 2 and 3 of Article 33, clause 2 of Article 41 of the Constitution, clause 4 of Article 4, Article 54 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic Kazakhstan.”
2. Kassym-Zhomart Tokayev
He was born on May 17, 1953 in Almaty.
He was nominated by “Party “Nur Otan” Public Association on April 23, 2019.
Documents were submitted to the CEC on April 23, 2019.
Based on Conclusion No. 2 of the linguistic commission dated April 23, 2019, he is fluent in the state language.
According to the resolution of the CEC of the RK No. 16/244 dated April 25, 2019, Qassym-Zhomart Toqayev meets the requirements established by clauses 2 and 3 of Article 33, clause 2 of Article 41 of the Constitution, clause 4 of Article 4, article 54 of the Constitutional Act of the Republic of Kazakhstan “On Elections Republic of Kazakhstan.”
3. Amangeldy Taspikhov
He was born on November 20, 1959 in Kushankul rural area of Kaztalovsky district, West Kazakhstan region.
He was nominated by the Republican Trade Unions Association “Federation of Trade Unions of the Republic of Kazakhstan” on April 24, 2019.
Documents were submitted to the CEC of the RK on April 25, 2019.
Based on Conclusion No.4 of the linguistic commission dated April 26, 2019, he is fluent in the state language.
According to the resolution of the CEC of the Republic of Kazakhstan dated April 27, 2019 No. 19/251, Amangeldy Taspikhov meets the requirements established by clauses 2 and 3 of article 33, clause 2 of article 41 of the Constitution, clause 4 of article 4, article 54 of the Constitutional Act of the Republic of Kazakhstan “On elections in the Republic of Kazakhstan.”
4. Daniya Yespayeva
She was born on March 5, 1961 in Yaysan village of Martuk district, Aktobe region.
The Democratic Party of Kazakhstan “Ak Zhol” Public Association nominated her on April 25, 2019.
Documents were submitted to the CEC of the RK on April 25, 2019.
Based on Conclusion No. 5 of the linguistic commission dated April 26, 2019, she is fluent in the state language.
According to the resolution No. 19/252 of the CEC of the RK dated April 27, 2019 Daniya Yespayeva meets the requirements established by clauses 2 and 3 of article 33, clause 2 of article 41 of the Constitution, clause 4 of article 4, article 54 of the Constitutional Act of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan.”
5. Toleutai Rakhimbekov
He was born on July 19, 1964 in the Atasu village of Zhanaarka District, Karaganda Region.
He was nominated by the public association “People’s Democratic Patriotic Party” Auyl” on April 25, 2019.
Documents were submitted to the CEC of the RK on April 26, 2019.
Based on Conclusion No.6 of the linguistic commission dated April 27, 2019, he is fluent in the state language.
6. Zhambyl Akhmetbekov
He was born on February 11, 1961 in Zhanteke village of the Kurgalzhin District, Akmola Region.
He was nominated by the “Communist People’s Party of Kazakhstan” Public Association on April 26, 2019.
Documents were submitted to the CEC of the RK on April 26, 2019.
Based on Conclusion No. 7 of the linguistic commission dated April 27, 2019, he is fluent in the state language.
7. Amirzhan Kossanov
He was born on May 13, 1964 in the Sapak station of the Aral district, Kyzylorda region.
He was nominated from the Public Association “United National Patriotic Movement “Ult tagdyry” on April 26, 2019.
Documents were submitted to the CEC of the RK on April 27, 2019.
8. Talgat Yergaliyev
He was born on July 15, 1966 in Zhantek village of Kurgaldzhin District, Akmola Region.
He was nominated by the Republican Association of Legal Entities “Union of Builders of Kazakhstan” on April 26, 2019.
Documents were submitted to the CEC of the RK on April 27, 2019.
9. Zhumatai Aliyev
He was born on June 20, 1952 in Baikadam village of the Sarysu district, Zhambyl region.
He was nominated by “Khalyk Demography” Public Association on April 26, 2019.
Documents were submitted to the CEC of the RK on April 28, 2019.
According to the Central Election Commission, four nominees, who meet the requirements of the legislation, are currently collecting signatures in their support. It is necessary to collect 118,140 signatures in at least 12 regions, cities of republican status and the capital.
Compliance with requirements of the legislation of other candidates will be established in the coming days.
In addition to collecting signatures for registration, candidates shall submit two more documents:
- certificate of health, which form is established by the Joint Decree of the Central Election Commission and the order of the Ministry of Health dated April 13 of this year № 12/236 “On approval of the requirements for a medical opinion on the state of health of a candidate for the President of the Republic of Kazakhstan and a list of diseases that prevent registration of a candidate for the President of the Republic of Kazakhstan,
- as well as to submit to the state revenue authorities at the place of residence the tax return of income and property for themselves and spouse as of the first day of the month when the nomination period began, i.e. on April 1 this year.
Candidate registration will last until 6 pm of May 11 this year.
In addition, for the entire period of the nomination stage, 35 references were received:
29 – from individuals, including 1 from a group of citizens, 6 – from legal entities, including from the regional public fund. The references were received through postal envelopes, e-Government portal, e-mail of the Central Election Commission and via personal delivery.
The references covered the following issues: organization of the electoral process (11); explanations on electoral legislation (12); nomination of presidential candidates from inappropriate nomination entities (12);
32 references were answered, 1 was received today and is in progress, 2 were not within the CEC authority and were redirected to the appropriate authorities.
Following the results of the past extended meeting, a briefing was held at the Central Election Commission with the participation of media representatives, at which members of the CEC of the RK answered all media questions.
