On the Organizational Meeting of the Linguistic Commission
On April 22, 2019, a meeting of the linguistic commission for establishing the fluency in the state language of the candidates for the President of the Republic of Kazakhstan was held.
The composition of the linguistic commission was updated by amending the Resolution of the Central Election Commission of the Republic of Kazakhstan dated February 27, 2015.
Commission members discussed organizational issues relating to the work of the commission, the procedure for establishing the level of knowledge of the state language by the candidates for the President of the Republic of Kazakhstan, which is determined by the CEC Resolution “On the procedure for identifying the level of knowledge of the state language by candidates for the Presidency of the Republic of Kazakhstan” dated August 31, 2005.
According to this Resolution to identify fluency in the state language it is required to:
1) write a written assignment on a topic proposed by the linguistic commission, not exceeding two pages;
2) read the printed text proposed by the linguistic commission, not exceeding three pages;
3) publicly speak on the topic specified by the linguistic commission for at least fifteen minutes.
Members of the Central Election Commission of the Republic of Kazakhstan may attend the meeting of the linguistic commission as observers, in addition to members of the linguistic commission and the candidate for the President of the Republic of Kazakhstan.
The decision of the linguistic commission is taken by open vote by a majority of votes of commission members; it is recorded in the minutes of the meeting and immediately transmitted to a member of the Central Election Commission of the Republic of Kazakhstan present at the meeting.
Members of the linguistic commission noted that the work of the commission will be carried out openly and publicly, and the media will be able to observe the decision-making process for each of the candidates.
