On the results of registration of candidates to maslikhat deputies instead of retired ones
The process of registration of candidates within the framework of electoral campaign on by-election of maslikhat deputies, which will be held on 30 October 2016 in 30 election districts of the Republic, has been finished.
As it was reported earlier, in total 101 contesters have been nominated to the vacant deputy seats.
According to election legislation the registration of candidates was held by corresponding district election commissions upon submission of the following documents:
- Application on the intent (in case of nomination by public association – on consent to be nominated as candidate) to be nominated as a candidate in a specific election district;
- Biographic data;
- Tax body reference on submission by candidate and his/her spouse of the declaration on incomes and property;
- Document confirming payment by a candidate of election deposit in amount of KZT 114,295.
In addition, the candidates, who were nominated by public associations, had to submit minutes from the protocol of the session of the supreme body of the public association on nomination of a candidate in the corresponding election district with the attached copy of a document on registration of this public association in the institutions of justice.
In total the district election commissions registered 96 persons as candidates to maslikhat deputies instead of retired ones.
Accordingly, currently the average competition rate at the by-election of maslikhat deputies instead of retired ones is more than 3 contesters per a vacant deputy seat.
Most of registered candidates are men (79 or 82.3 %). There are 17 or 17.7 % women.
31 are members of political parties of the Republic of Kazakhstan, 48 are non-partisan candidates and 17 did not specify their party membership.
The average age of a candidate is 41 years.
83.3 % have higher education, 11.5 % – specialized secondary education and 5.2 % – secondary education.
At the same time by specialty one third of registered candidates (29.2 %) are teachers, 18.8 % - engineers, 14.6 % - economists, 8.3 % - lawyers, 6.2 % - medical doctors.
43.8 % are employees of state institutions, organizations and enterprises; 40.6 % are employed in commercial structures; 13.5 % work in political parties and NGOs.
Currently the pre-election campaign of candidates has been started, which will continue till 12:00 pm of 28 October 2016.
Voting will be held on 30 October 2016.
At this moment no complaints and appeals, related to the conduct of election campaign at the election of maslikhat deputies instead of retired ones, have been filed by the Central Election Commission.
