At present in Eastern Kazakhstan oblast the territorial election commissions continue to compile electronic lists, register and keep records of the voters.
     A special group on coordination the activity of territorial departments of central governmental entities and their agencies to prepare and hold the elections in the oblast was established in accordance with the oblast Akim’s decision. The Working group involves heads of oblast departments of internal affairs, justice, internal policy, representatives of employment and social programs coordination and other state agencies. The issues of voters’ list updating, citizens’ assessment and registration were considered at 5 headquarters meetings and 6 expanded seminars. The scheme of the voters’ lists updating and interaction of services dealing with the citizens assessment was developed. Documentation offices of the department of justice and address and information service of the internal affairs department were supplied with computers and other office facilities.
      Working groups were created in the oblast for yard by yard (apartment by apartment) beat to reveal the citizens living without documents certifying their personality and without residence registration. For the short period of time 821 mobile groups involving 2599 people were created for yard by yard beat. Currently at the beat results the documentation offices of the department of justice provide documents to the citizens who have passport of 1974 type and those who have lost their identity cards. City and Rayon Akimat personnel daily update the lists of voters. Oblast election commission constantly examines the activity of the regions on the voters’ lists updating.
     The 5 th Youth Forum of Eastern Kazakhstan was held in Ust-Kamenogorsk. The project urged the youth to be active during the forthcoming elections was presented at the Forum.
     The places of agitation printed materials disposal were defined. These placed are supplied with stands, boards and curbstones. The premises at 145 polling stations were marked out for full-scale testing of Sailau computerized electoral system where hardware and software complexes were installed and tested. These premises are prepared in accordance with the requirements of the RK Central Election Commission.
      Safety of the equipment and stable energy and communication supply is daily controlled. 350 operators were prepared in the oblast to run CIS Sailau, 145 of them currently participate in the testing of electronic equipment. According to the approved schedule gluing of the bar-codes on the voters’ identity cards begins on October 26. Recommendations on development, printing out and gluing of the bar-codes on the voters’ identity cards were forwarded to the regions.
     In the oblast center the oblast election commission held a seminar for chairmen, secretaries and book-accountants of the territorial election commissions with invitation of political parties, NGO, mass media. According to the schedule the seminars on election legislation for the members and book-accountants of the district election commissions were held in all oblast towns and Rayons. Territorial election commissions registered 4040 proxies of the candidates for the Presidency in the Republic of Kazakhstan. The oblast election commission had the meetings devoted to check of authenticity of signatures in support of the candidates for the Presidency in the Republic of Kazakhstan.
      As of 20 October 2005 1102 election districts have been opened in the oblast.
     Support center for the observers of the foreign states, international organizations as well as for the representatives of the foreign mass media with all necessary equipment has been created in the oblast.
