The Central Election Commission receives the addresses of the representatives of the Presidential candidates regarding the rejections for provision of places for meetings of the Presidential Candidates with voters on contractual basis by executive bodies in a number of regions, as well addresses containing requests for clarification of the procedure for provision of such places.
Being guided by the sub-item 1 of the Article 12 of the Constitutional Law “On elections in the Republic of Kazakhstan”, the Central Election Commission forwarded the following clarifications to the campaign headquarters of the registered Presidential Candidates, Akims of the regions, Astana and Almaty Akims as well as territorial election commissions:
As per item 4 of the Article 28 of the Constitutional Law, the places for meetings with the voters shall be provided by the local executive bodies (Akimats) to Presidential Candidates on contractual basis according to the request made by the election commission.
For provision of the place for meeting with the voters, the Presidential Candidates and/or their representatives shall submit a request to the relevant territorial election commission, which would then forward the request to the local executive body (Akimat).
Meetings of the authorised persons or other representatives of the Presidential Candidates with voters are arranged on contractual basis with the owners of meeting places. In this case the election commissions and local executive bodies shall bear no responsibility.
Election commissions shall compile the schedule of the meetings of the candidates with voters in a designated place and publish this information in mass media.
In case of simultaneous receipt of the requests for meetings with voters from various Presidential Candidates, the priorities of meetings are set in the order of receipt of written requests made by the candidates or by means of drawing a lot.
The Central Election Commission proposed to all campaign headquarters of the Presidential Candidates to submit the plans for meetings of the Presidential Candidates to both the Central Election Commission and relevant territorial election commissions within the administrative and territorial units, for the purposes of compiling of the schedule in order to provide the territorial election commissions with an opportunity to compile the schedule and publish it in the mass media.
