On November 5 , 2005 the Central Election Commission proposed taking part in the television debates to all Candidates for the post of the Head of the State in order implement its Address dated October 11, 2005.
In the event of agreement of Presidential Candidates on taking part in television debates, the Central Election Commission will develop the relevant Regulation and organize television debates. During the television debates Presidential Candidates will have an opportunity to discuss and express their views on a number of relevant issues and inform audience about their election programs.
However, the letters from the Election Headquarters of the Candidates with various opinions and proposed pre-conditions regarding organization of television debates were received. Proposed pre-conditions oftentimes contradict one another; some of the candidates agree to participate provided another certain candidate also takes part in the debates, as well as set other requirements, which constitutes doubts on whether the Headquarters of the Candidates would be able to agree on television debates.
Due to this, the CEC of the Republic of Kazakhstan, as an authorized state body, has to inform that in case of agreement of the Presidential Candidates, it will independently develop relevant Regulation and organize television debates as per the legislation. The CEC reminds that Presidential Candidates shall confirm participation in debates by 24:00 hrs of November 10, 2005.
The Central Election Commission also would like to point out that only Presidential Candidates can participate in television debates.
