The activities on compiling voters’ lists, registration and account of voters by executive bodies are continued in Kostanai and Pavlodar. Akimats of oblasts systematically consider the issues related to actualization of the voters’ lists, collaboration between citizen registration bodies and timely amendment of voters’ lists. The activities on provision of bar codes for voters’IDs as well as equipment of polling stations and providing necessary conditions for elections are being carried out as well.
All 96 polling stations of Kostanai Oblast intended for electronic voting are ready for elections. Polling stations with installed electronic equipment are being guarded. Oblast, rayon and city election commissions conducted seminar with the members of divisional election commissions. Media publishes material on clarification of electoral legislation. Kazakhstan Television Channel – Kostanai broadcasts the CEC clips “Elections 2005” ,”Voters’ List”, “E-Voting”. Kostanai Oblast Akim met with the first long-term observers of 2005 OSCE Kazakhstan Election Observation Mission- Joachim Kreichner – long-term observer from Germany and Raydock Milejvich- long-term observer from United Kingdom.
The working group was established at the Center for Collaboration with the observers and international mass media. The Group is comprised of the Deputies of Oblast Maslikhat, trade union representatives, leaders of national cultural centres and NGOs. Observer Reference Guide on the region was developed and published.
Kazakhstan Presidential Candidates launched the election campaign during which they meet voters and inform electorate about main tasks and goals of their program. The meeting with the leaders of Candidates’ Headquarters and mass media on information coverage of Candidates’ election campaign was held.
Roundtable meeting with the leaders of political parties and public associations on organization of observers activities and authorized persons was held on November,9.
Meetings with the international observers from OSCE and CIS missions were conducted. Presentation of the Centre for collaboration equipped with the full range of required communication means and information materials was organized for the observers. Seminars on legislative framework of democratic elections organized jointly with the CEC representative were held for election commissions.
The Presidential Candidates’ Headquarters which will be functional during the election campaign period have been set up in Pavlodar. Akimats have provided shields and pedestals for posting election campaign materials as well as venues for meetings with the voters as per requests of the Candidates’ authorized persons.
