The Constitutional Law “On elections in the Republic of Kazakhstan” provides for the submission of the information about the voters, previously verified with other relevant authorities and organizations, by local authorities on paper and electronic medium to the correspondent territorial precinct commissions by 1 July and 1 January of each year.
By 1 July 2005, in accordance with the information, presented to the territorial election commissions by the local authorities, the number of the voters in the Republic of Kazakhstan amounts to 8 598 883.
In connection with the announcement of the regular presidential elections in the Republic of Kazakhstan on 4 December 2005 by the Majilis of the Parliament, the Central Election Commission Adopted the Decree on 26 October 2005 ”On approval of the ballot face and the ballots issuing in accordance with the information about number of voterson 1 July 2005.”
In accordance with the paragraph 5 of the Article 24 of the Constitutional Law “On elections in the Republic of Kazakhstan”, the voters lists of every polling station are signed by the correspondent Akims and submitted under the act to the corresponding election commissions 20 days before the beginning of the voting, i.e. on 13 November 2005 after the announcement of the regular presidential elections in the Republic of Kazakhstan the voters lists were submitted to the polling stations.
The corresponding state bodies and the Central Election Commission of the Republic of Kazakhstan carried out intensive work on ensuring the completeness and reliable data of voters’ lists.
On October 11, 2005 the CEC of the Republic of Kazakhstan adopted the Appeal to all presidential candidates of the Republic of Kazakhstan, pre-election headquarters for their support, political parties and republican public associations, state bodies, mass media and all participant of election campaign.
Following the conducted work on voters lists by 13 November 2005, 8 710 228 voters were included in the voters’ lists, that is 111 345 voters more than in the voters lists, drawn up to the elections to the Majilis of the Parliament of the Republic of Kazakhstan on September 2004.
On November 26, 2005 the Central Election Commission, taking into account the information about the registered voters to 13 November 2005, adopted the Decree “On determination of the number of voting ballots, concerning the conduct of regular presidential elections in the Republic of Kazakhstan.”
The number of voting ballots, which are to be manufactured and delivered to the polling stations, concerning the conduct of the regular presidential elections in the Republic of Kazakhstan, announced on 4 December 2005, amounts to 8 722 955(eight millions twenty two thousands nine hundred fifty five) items, including the reserve in 0,1 percent of the total number of voters in the Republic of Kazakhstan.
