On November 26, 2005 at the regular session of the Central Election Commission of the Republic of Kazakhstan the issues on the preparation and conduct of the forthcoming presidential elections in the Republic of Kazakhstan were discussed.
The Central Election Commission highly emphasizes the vote conducting procedures at the polling stations with the purpose of clarification and regulation of the precinct election commissions’ activities. <
In accordance with the paragraph 8 of the Article 43 of the Constitutional Law “On elections in the Republic of Kazakhstan” during the counting of votes the person at his request should be provided with the copy of the protocol, authorized by the signatures of the Chairman, the Secretary of the Commission and sealed by the Central Election Commission”- underlined Zhumabekov O.
On December 26, 2005 the voting will be conducted with the application of paper and electronic ballots at 1440 polling stations, at which three minutes (reports) will be drawn up: the first- on the results of electronic voting, the second- on termination of paper ballot voting, and the third- summary report.
According to the paragraph 8 of the Article 43 of the Constitutional Law “On Elections in the Republic of Kazakhstan” the copy of the report on the results of vote counting is directly posted up at specially prescribed place of the polling station for public insight during two days.
“For maximal openness and transparency and at the request of the ODIHR/OSCE Mission, the Central Election Commission obliged the precinct election commissions, at which the electronic voting will be applied, to post up jointly with the final report on the results of vote counting the reports on the electronic and paper ballots voting,”- noted the Head of the CEC.
