The Central election commission accredited the first international observers for election of the deputies of Mazhilis of the Parliament and Maslikhats of the Republic of Kazakhstan
On July, 12th 2007 the Central election commission of the Republic of Kazakhstan accredited 26 observers from the OSCE /ODIHR and the CIS Mission.
According to the Election Law accreditation of foreign observers is realized by the Central election commission by the Ministry of Foreign Affairs of the Republic of Kazakhstan.
The Head of the OSCE /ODIHR and the CIS Mission was appointed Ambassador Lyubomir Kopai. He realized the observation at parliamentary and presidential elections in the Republic of Kazakhstan in 2004-2005 and headed the OSCE /ODIHR and the CIS Mission on observation at parliamentary elections in Kazakhstan in the second turn of the voting. The deputy of the Head of the OSCE /ODIHR and the CIS Mission is Paul Daniel O’ Henry.
The Mission of observers from CIS is headed by the chairman of Executive Committee – the SIC Executive secretary Vladimir Rushailo. The deputy of the Head of the Mission is the first vice-chairman of the CIS Executive Committee – the CIS Executive secretary Vladimir Garkun.
The legislation of Kazakhstan guaranteed that observers of foreign states and international organizations, representatives of foreign mass media have the right of attendance at all stages of the election process.
According to the Decree of the Central election commission of the Republic of Kazakhstan from June, 25th 2007 an international observer, accredited at the Central election commission and also a representative of foreign mass media may be accompanied by one interpreter upon proof of the identity of the last.
Opening the institution of international observation of the future on August, 18th 2007 elections Kazakhstan believes that international observation increases the credibility of democratic elections and the citizens’ confidence in the election process.
Thus, our country has fulfilled its obligations to the OSCE at the invitation of international observers to monitor the elections under paragraph 8 of Copenhagen Document of the OSCE of 1990 and paragraph 26 of Istanbul and the Istanbul Summit Declaration of 1999.
