On June, 14th 2007 the Central election commission registered the party list consisting of 80 candidates of National Social Democratic Party.
At the present time there are documents submitted for registration of the party lists of Kazakhstan Patriots’ Party, “Rukhaniyat” Party, Communist People’s Party of Kazakhstan, Kazakhstan Social and Democratic Party “Auyl” and Democratic Party of Kazakhstan “True AK ZHOL” for viewing of the Central election commission.
According to the Calendar plan registration of party lists lasts until July, 17th.
Also at the sitting of the Central election commission were established: the form of the minutes of the district election commission on the opening of the polling-station, the form of the election commission’s decision on setting another time of the beginning and end of voting, the form of the election commission’s decision on approving the list of the polling-stations where voting may be finished at any time.
By the Decree of the Central election commission “on some questions of organization of voting at extraordinary election of the deputies of Mazhilis of the Parliament of the fourth convocation and regular election of the deputies of Maslikhats of the Republic appointed on August, 18th 2007” was established that at the future election bulletins will be issued according to the lists of voters and presenting of the following documents identifying personality of the voter:
- ID card;
- temporary identity cards and passports of citizens of the Republic of Kazakhstan;
- military tickets for members of the armed forces on call.
After the sitting of the Central election commission was the briefing during which the Chairman of the Central election commission briefed the media on the progress of the promotion and registration of candidates for the deputies of Maslikhats.
According to the data available with the Central election commission by July, 14th 2007 were promoted 4416 candidates for the deputies of Maslikhats.
Among them: 2600 candidates were promoted by National Democratic Party “Nur Otan”, 35 candidates were promoted by Communist People’s Party of Kazakhstan, 3 candidates were promoted by Communist Party of Kazakhstan, 99 candidates were promoted by Kazakhstan Social and Democratic Party “Auyl”, 4 candidates were promoted by Kazakhstan Patriots Party, 6 candidates were promoted by “Rukhaniyat” Party, 3 candidates were promoted by National Social Democratic Party, 1 candidate was promoted by “AK ZHOL” Democratic Party of Kazakhstan, 22 candidates were promoted by public associations and 1643 more candidates in order of self-promotion.
To oblast Maslikhats were promoted 592 candidates, including: to Maslikhat of Astana – 14 candidates and Maslikhat of Almaty – 50 candidates; regional Maslikhats – 3178 candidates; to city Maslikhats – 646 candidates.
Among 4416 promoted candidates for the deputies of Maslikhats registered 740.
Among them: 119 candidates for the deputies of oblast Maslikhats; 506 candidates for the deputies of regional Maslikhats; 115 candidates for the deputies of city Maslikhats.
By the Decree of the Chairman of the Central election commission was formed consultative and deliberative group to consider appeals from citizens and organizations. The group consists of: representatives from the Central election commission, ministers of Culture and Information, Tourism and Sport, Finances, Justice, and also from General Office of public prosecutor.
The work on forming of Public Information Council at the Central election commission which is to include representatives of political Parties, mass media and interested public bodies is in progress.
The main aims of the Council are:
1) promotion of the election process for all participants equal access to the media and objective coverage of the election campaign;
2) protection of the legitimate interests and right of the media and their workers in the relation with the election process;
3) promoting ethics and professional principles in the media, participating in the supplement of disputes and other situations between the election process and the media.
During lighting platforms and positions of political parties that promoted party lists at election of the deputies of Mazhilis of the Parliament it is planed to hold a debate on TV “Khabar”, with the participation of representatives of all parties in the first decade of August.
In addition, the channel “Khabar” provide air time to all parties on an equal footing, to present their programs.
State newspapers “Egemen Kazakhstan” and “Kazakhstanskaya Pravda” newspaper provide space for representatives of parties participating in elections on an equal footing.
Some popular independent television also plan make shows with the participation of all voters.
For example, TV Channel 31 is planning a weekly program "One to one", which will be issued in writing on Sunday. The challenge is to help the leaders of parties in the run better fulfill its platform, the goals and objectives of their struggle for seats in the Parliament and Maslikhats.
On July 14, 2007 by the leading Republican media was signed Charter on ethical standards in the campaign of 2007 in the Republic of Kazakhstan, which aims to ensure adequate media, complete and accurate information Kazakhstan’s citizens on the electoral process, as well as parties and candidates.
For its part, the commission supports the signing of the Charter, and calls on all media in Kazakhstan to accede to the document.
