The Mission on observation at extraordinary parliamentary elections in the Republic of Kazakhstan continued the observation at the electioneering
On July, 18th 2007 was held the meeting of experts of PWG “Information technical Centre at the Central election commission of the Republic of Kazakhstan” with the expert on electronic voting of the ODIHR/OSCE Mission on observation at extraordinary parliamentary elections in the Republic of Kazakhstan Peter Wolf.
In the meeting also took part advisor on elections of the ODIHR/OSCE Mission Jonathan Stonestreet and analyst on election issues of the ODIHR/OSCE Mission on observation at extraordinary parliamentary elections in the Republic of Kazakhstan Rumen Maleev.
During the meeting by the experts were viewed the questions on organization of electronic voting at the future election of the deputies of Mazhilis of the Parliament, Maslikhats of the Republic of Kazakhstan, its accordance with international demands for democratic elections and positions of the national legislation on elections.
The staff of PWG “ITC CEC RK” demonstrated the work of AES “Sailau” from the election procedure till printing the electronic minutes.
Electronic system for voting guarantees the secrecy of the voting, and the procedure of voting itself is largely similar to the voting by paper bulletins.
The security of the system “Sailau” is provided by transmission of the information by selected channel to which haven’t access the users of telecommunications.
Thus, to the experts of the ODIHR/OSCE Mission it was demonstrated that electronic voting was generally consistent with the obligations of state-participators to the OSCE and requirements of the election legislation.
On the same day the First vice-chairman of the Executive committee – Executive secretary of CIS Vladimir Garkun and the Head of the Staff of the Mission of the observers from countries of the CIS at extraordinary election of the deputies of Mazhilis of the Parliament of the Republic of Kazakhstan Eugenie Sloboda met in Kokshetau with the organizers of elections and familiarize with work of the election commission of Akmola oblast.
