At the sitting of the Central election commission was taken a Decree on establishing the additional number of the election bulletins for producing and delivery to the polling-stations formed in Munailinsk region Mangistau oblast. Including 1 percent reserve of the total number of voters at the stations this number is 3795 bulletins.
Direction of the additional number of the bulletins is connected with that Munailinsk region was formed after the beginning of the election campaign and as a new administrative and territorial unit at which is forming an administration where there are new vacancies and perspectives stimulated active migration processes.
Besides by the Central election commission were inserted additions and changes into the Decree “on determining polling-stations where will be used electronic election system at extraordinary election of the deputies of Mazhilis of the Parliament and regular election of the deputies of Maslikhats of the Republic of Kazakhstan appointed on August, 18th 2007”.
Determined the list of polling-station where will be used AES “Sailau”. The total number of the polling-stations where voter can vote by electronic method is 1512 stations.
At the sitting of the Central election commission were listened the accounts of the acting director of RSE “Engineer technical centre of the CEC Of the Republic of Kazakhstan” on preparation of the AES “Sailau” for the future elections and also the accounts of the representatives of the ministry of Power and Mineral resources and of JSC “Kazakhtelecom” on guaranteeing the stations uninterrupted energy and telephony line.
The Head of the Central election commission also informed the present about that on August, 12th the Central election commission announced the Comments and notes to the intermediate account of the ODIHR/OSCE Mission on observation at the elections.
As it was noticed earlier in the account of the ODIHR/OSCE Mission there are pointing out defects in the organization of the election campaign. It deals with some aspects of the legal base of elections, preparation work, administrating of elections, organization and the campaign, work of the mass media.
Most of the positions of the account demanded more detailed explanations of the Central election commission as the facts giving rise to them were often in the opinion of the CEC inaccurate interpreted by the ODIHR/OSCE Mission experts.
