Central Election Commission adopted Planned Schedule of basic activities on preparation of elections of Deputies of the Senate, appointed for October 4, 2008
For the purposes of realization of the Decree of the President of the Republic of Kazakhstan of July 28, 2008 «On calling elections of deputies of the Senate of the Parliament of the Republic of Kazakhstan on October 4, 2008» the session of the CEC took place on August 1 2008 at which the Planned Schedule of the basic activities on preparation of elections of Senate deputies was adopted.
According to the Constitution of the Republic of Kazakhstan (clause 2, article 50 and
clause 2, article 51) the Senate shall be composed of deputies duly elected in twos from each oblast, major city and the capital of the Republic of Kazakhstan.
Term of service of Senate deputies is six years.
Elections of Senate deputies Senate shall be carried out on the basis of indirect electoral right under secret ballot. Half of the elected deputies of the Senate shall be re-elected every three years.
Nomination of candidates to deputies of the Senate is carried out by maslikhats and also through the self-nomination.
According to the Planned Schedule approved by the CEC the full cycle of the election procedures stipulated by the electoral legislation will be completed within 73 calendar days.
Nomination of candidates will be carried out from August 2 till September 3, registration of candidates will last until September 13 and pre-election campaign - from September 14 till October 2, 2008 inclusively.
Voting, counting and announcement of the results of the voting will be done by the oblast, Astana and Almaty election commissions within one day - on October 4, and the Central Election Commission must establish final results of the elections not later than October 10, 2008.
According to the electoral legislation each candidate to Senate deputies will be funded from the republican budget to cover his pre-election campaign and transport costs.
Moreover each candidate is eligible to establish its own election fund, the total sum of which must not exceed 8 million 417 thousand 500 tenge.
The election fee for running candidates is 180 375 tenge.
During briefing, which took place after the session, the Head of the CEC told about the work, carried out during and before calling election as well as about the primary objectives of election bodies involved into the preparation and conduction of the forthcoming elections.
K.Turgankulov noted that the CEC has developed and adopted all necessary election documents, norm setting acts as well as corresponding methodical materials, which have been forwarded to regional, Astana and Almaty election commissions.
On August 8 the CEC plans to conduct a seminar-meeting with the election organizers, which will be devoted to the questions of organization and carrying out the forthcoming election campaign.
The primary objectives of the CEC for the nearest period include observance of norms of the electoral legislation regulating the order of organization and carrying out of the election campaign at elections of Senate deputies, implementation of the Planned Schedule of the basic activities on preparation and carrying out of the forthcoming elections, organization of training for the involved election commissions; ensuring appropriate information coverage of the election campaign at the republican and regional levels.
The primary objectives of the regional, Astana and Almaty election commissions are ensuring from the first days of election campaign strict observance of the norms of the electoral legislation by all participants of the election process as well as observance of the main principles for organization, preparation and carrying out elections such as openness, publicity and transparency of election process at all its stages, effective control of observance of electoral rights of citizens.
In conclusion of the briefing the Chairman of CEC reminded that according to clause 6 of article 20 of the Constitutional Act on elections in the course of preparations and conduction of election campaign those political parties, which do not have their members in election commissions, may delegate their representatives with consultative vote to the corresponding election commission.
