On 18 June 2009 in the city of Saint Petersburg Chairman of the Central Election Commission of the Republic of Kazakhstan Mr. K.T. Turgankulov and Chairman of the Central Election Commission of Russian Federation Mr. V.E. Churov signed Protocol on co-operation and exchange of legal information between CEC of RK and CEC of RF.
General Secretary of the Council of Inter-parliamentary Assembly of CIS Mr. M.I. Krotov, Deputy General Secretary of the Council of Inter-parliamentary Assembly of CIS – Representative of Parliament of the Republic of Kazakhstan Mr. H.Z. Bakenov, representatives of parliaments of CIS countries, Chairman and Secretary of Saint Petersburg election commission, representatives of media took part in the ceremony of signing the document.
Signing the Protocol on co-operation and exchange of legal information between central election commissions of Kazakhstan and Russia is an important and timely step at the path of further development of co-operation within the framework of general integration process.
“Today we have common understanding that together we can more effectively ensure sustainable and dynamic development of the electoral systems of our countries as well as of the electoral process as a whole.
Experience gained by electoral authorities of Russia and Kazakhstan in the field of observation of electoral rights of citizens, in the area of organization, implementation and legal regulation of elections at various levels is so substantial and rich that its innermost joint analysis could reveal not only the most effective methods and ways of solving problems and challenges of the development of national electoral systems but also has a significant impact on the development of electoral process as a whole”, - said in his speech Kuandyk Turgankulov.
The parties also expressed the hope that the signing of this document will give a new impetus to the development of Kazakh-Russian co-operation in the area of improving of the electoral process, the main feature of which would be development of specific partnership, direct connection between electoral authorities of two countries.
