On September 16, 2008 there was a session of the Central Election Commission of the Republic of Kazakhstan on outcomes of registration of candidates for Senate deputies of the Parliament of Kazakhstan.
According to the CEC data of all 88 nominated candidates for Senate deputies the election commissions of oblasts, the cities of Astana and Almaty have registered 50 candidates.
The largest number of candidates has been registered in the city of Astana – 5 persons.
Four candidates in each have been registered in Atyrau, Zhambyl and Kyzylorda oblasts; three candidates in each have been registered in Akmola, Aktobe, East Kazakhstan, Karaganda, Kostanay, Mangistau, Pavlodar and South-Kazakhstan oblasts as well as in the city of Almaty. Two candidates in each have been registered Almaty, West-Kazakhstan and North-Kazakhstan oblasts.
Thus, the average competition rate in the republic has made up 3 contesters to one deputy mandate.
16 of the registered candidates have been nominated by maslikhats, 34 of them are self-nominated candidates. There are three women among the registered candidates. The average age of candidates is 53 years.
By specialty there are 24 engineers, 9 economists, 3 lawyers, 2 politologists and 12 representatives of other specialties.
By occupation registered candidates for Senate deputies represent 7 deputies of the Senate, 24 officials from the government bodies, organizations, enterprises and institutions; 17 employees of commercial entities and one old-pensioner.
By party membership there are 21 members of PDP “Nur Otan”, 1 member of DPK “AK ZHOL”, 16 candidates are not members of political parties and 12 candidates do not specify their membership in political parties.
Of 88 nominated candidates seven have withdrawn their nominations by their own will. Two more nominees have been withdrawn from the nomination due to their incompatibility to the requirements of the Constitution of the Republic of Kazakhstan.
Two candidates withdrew their candidacies on their application after they had been registered as candidate for Senate deputy.
The decision on the registration of one candidate has been cancelled by Election Commission because of detection of false information on the income and property, declared by this candidate.
Oblast, Astana and Almaty city election commissions denied registration of 26 nominated candidates because of their failure to submit all necessary documents for the registration before the deadline, established by legislation.
Since September 14, 2008 all registered candidates for deputies of the Senate have the opportunity to begin election campaign, which according to the planned schedule will last till 24.00 of October 2, 2008.
Also at the CEC session a resolution on accreditation of 5 international observers from CIS election observation mission has been adopted.
