On May 15, 2009 international scientific and practical conference “Electoral Law of the Republic of Kazakhstan: current situation, problems and perspectives” was held in Kunayev University in Almaty. The conference was organized by Republican public association “Lawyers for just elections” with support from the Central Election Commission of the Republic of Kazakhstan within the framework of the joint project, funded by British Embassy and United Nations Development Program in the Republic of Kazakhstan.
Republican public association “Lawyers for just elections” is one of the NGOs that has received grant from the British Embassy and UNDP to increase the electoral activity of citizens of the Republic of Kazakhstan. On the basis of the analysis and systematization of normative, scientific, analytical and practical information by leading academicians and lawyers the scientific and practical handbook - «Electoral Law of the Republic of Kazakhstan» will be prepared and published. The handbook will be the starting point for introduction of special course of electoral law of the Republic of Kazakhstan at the University named after D.Kunayev (Almaty) and the Academy of Economics and Law named after U.Dzholdasbekova (Taldykorgan) in the 2009-2010 academic year.
With wide participation of the representatives of governmental, international and civil organizations (Central Election Commission, Constitutional Council, local representative bodies), universities, research centers and institutes of the Republic of Kazakhstan and foreign countries the actual issues of development and improvement of Kazakhstan’s electoral law from the point of view of practice were discussed.
In his speech under the title «Electoral experience of the countries of the European Union and the election legislation of Kazakhstan» member of the Central Election Commission of the Republic of Kazakhstan and National Director of the UNDP Project Marat Sarsembayev noted that «the electoral legislation of EU countries, especially England, Germany, France, is a solid law on elections, some ideas of which may be adapted by CIS countries, including Kazakhstan».
On the outcomes of conference analytical note on the issues of further improvement of current electoral legislation is supposed to be compiled and sent to relevant governmental bodies.
