Astana, 25 September 2009. “Any elections, first of all, are the legal process, strictly regulated by the legislation. Therefore our meeting today in some extent is natural. Members of the Central Election Commission in their majority have legal education. There is quite big number of lawyers among election administrators at local level, members of regional, district and precinct election commission. In total lawyers represent about 100 thousand citizens of the country. You, as the future lawyers and as the young voters, must be familiar with the electoral legislation, use your active suffrage - the right of a citizen to vote in elections – as well as you must try to realize your passive suffrage - the right to be elected as a President of the Republic of Kazakhstan, deputies of the Parliament, Maslikhats or as a member of a local government body. It is quite possible that among you there are the future members of the CEC, the future Chairman of the Central Election Commission. We are interested in attracting as much as possible the more number of literate lawyers as the organizers of the elections", - stressed in his opening remarks the Deputy Chairman of the Central Election Commission, Mr. Vladimir Foos.
Offering a traditional holding of such meetings in the future, representatives of the Central Election Commission stressed that one of the methods of legal education of young people is precisely their participation in elections because elections contribute to the formation of an active position in life through the realization by citizens of their constitutional suffrage: the right to elect and to be elected to the state bodies.
Doctor of Juridical Science, Professor, specialist in international law, member of the Central Election Commission, Mr. Marat Aldangorovich Sarsembayev in his speech on the topic: "The electoral process in the Republic of Kazakhstan: the law and its application in practice" highlighted in details the issues of electoral law in our Republic.
At the conclusion of the meeting there was exchange of opinions on the actual issues of electoral law. Representatives of the CEC responded to questions of the law students.
