On 21 November 2011 the Central Election Commission of the Republic of Kazakhstan adopted a number of important resolutions concerning organization of election campaign at elections of deputies of the Mazhilis of Parliament and maslikhats of the Republic of Kazakhstan.
Instruction on the order and conditions for registration of proxies as well as Instruction on the order of sealing of ballot boxes were approved.
Basically the documents are technical in nature and are needed to clarify the order for application of electoral procedures by election commissions.
Instruction on the order and conditions for registration of proxies specifies the persons, who cannot be registered as proxies of political parties and candidates. They include persons, who are not citizens of the Republic of Kazakhstan, members of election commissions, and political civil servants.
Another important document related to organization and logistics of the forthcoming elections is the Instruction adopted by the CEC on the order of printing, delivery and account of ballot-papers.
In addition, the CEC has defined that representatives of foreign media at early election of deputies of the Mazhilis of Parliament and regular election of maslikhat deputies shall be eligible to observe election in case of presentation of accreditation card, issued by the Ministry of Foreign Affairs of the Republic of Kazakhstan. At the same time, one translator, who must have an identification document, can accompany an international election observer and a representative of foreign media.
The CEC by its resolutions appointed new members of Mangistau, East-Kazakhstan and Almaty oblasts election commission as well as members of territorial election commission of Almaty city to replace the retired ones, who will perform their functions for the period prior to election of new election commissions’ members in the order, prescribed by election law.
At the briefing, which was held after the CEC sitting, the Head of CEC noted that at the next elections voters will receive three different ballot-papers. One of them is intended for voting for political party at election of deputies of the Mazhilis of Parliament of the Republic of Kazakhstan. The second ballot is a ballot-paper, which can be used to vote for candidate to deputies of oblast maslikhat, and the third ballot-paper is intended for voting for the candidate to deputies of district or city maslikhat. Residents of Astana and Almaty will receive two ballot-papers, as there are no district maslikhats in these cities, voters will need to cast their vote for political party and to elect deputies of city maslikhat.
Now efforts of the CEC are directed on conduct of necessary preparatory events, organization of efficient informational support of the forthcoming elections as well as on training of election organizers, for whom in addition to republican seminar-meeting a number of regional sectional seminars will be organized.
