On 15 December 2011, the Central Election Commission held a briefing for media representatives from Kazakhstan and foreign countries.
During the briefing Deputy Chairperson of the Central Election Commission Vladimir Foos informed the attendees on the progress of the election campaign, its main stages, the legal framework of election; the requirements of the Constitution and Election Law imposed on candidates for deputies of the Mazhilis of Parliament and Maslikhatsof the Republic of Kazakhstan; the amount of budget funds allocated for the organization and holding of the elections; the outcome of the nomination and registration of party lists; activities and objectives of electoral bodies; the interaction of the CEC and participants of the electoral process with the media; transparency of the electoral process; the process of tabulation;and the number of received applications.
In particular, he noted that the Central Election Commission has received 39 complaints to date. Of these, it has already considered 38 complaintsand given appropriate answers and explanations to them. One appeal is being under consideration.
Deputy Head of the CEC also stressed the importance of adjusting and updating the voter lists.This is carried out by local executive authorities, but also noted that since December 30, each voter can contribute to this work by checking the data on themselves in the voter lists, which were submitted for information at the polling stations.
“Particular attention is given to observance of the principle of equal access for political parties and candidates to the media during the election campaign. In accordance with the Election Law and Media Law,there are no artificial barriers to free flow of information on political parties and their activities.
In order to ensure free distribution of printed campaign materials about parties and candidates,appropriate conditionswere created. In all populated localitiesacross the country there will be special points equipped with information boards, stands and desks for placing the materials. In addition, now we are appointing premises designated for meetings of political parties and candidates with the electorate.They will be provided to them on equal terms”, said V. Foos.
