According to the Schedule of main activities on preparation and conduct of the regular of deputies of the Senate of Parliament of the Republic of Kazakhstan on 31 August candidates’ nomination has been finished.
In total since 2 till 31 August 2014 in the Republic 88 candidates to deputies of the Senate of Parliament of the Republic of Kazakhstan have been nominated. For comparison in 2008 at regular Senate election there were also 88 nominated candidates and in 2011 – 92.
Thus, at last three election campaigns to the Upper House of Parliament as a result of nomination the average competition rate was more than five candidates per one Senator’s mandate.
This year the biggest number of candidates has been nominated in the city of Almaty - 9 candidates. 7 candidates have been nominated in each oblast of Aktobe and Almaty.
Six competitors have been nominated in each oblast of Akmola, Karagandy and North-Kazakhstan as well as in the city of Astana; five – in each oblast of Zhamblyl, Kyzylorda, Mangistau, Pavlodar and South-Kazakhstan; four – in each oblast of Atyrau, East-Kazakhstan, West-Kazakhstan and Kostanay.
One of candidates has withdrawn his nomination upon his own request before registration, and one more candidate was deregistered upon his own request after registration. In addition one contender has left the electoral race as he did not meet the requirements, stipulated by the Constitution and the election legislation of the Republic of Kazakhstan.
In total during nomination period maslikhats (local representative bodies) nominated 15 candidates, and 73 citizens have used their right for self-nomination.
There are five women among nominated candidates.
The average age of candidates is 53.5 years.
By specialty there are 28 engineers; 14 agricultural workers (agronomists, livestock specialists, veterinarians and others); 13 economists; 12 teachers; 10 doctors; 5 lawyers.
By occupation there are 4 Senate deputies; 33 officials of the state bodies, organizations, enterprises and institutions; 28 businessmen; 15 workers in the fields of science, culture, education and healthcare.
As on 2 September the oblasts, cities of Astana and Almaty election commissions have registered 59 candidates to the Senate deputies.
Nowadays the verification of the voters’ support signatures is going on. In addition to the members of election commissions the officials of local passport services are involved in this work.
The election law obliges the election commission to finish verification of signatures within five days since submission of filled in signature sheets by a candidate. Each signature sheet must be filled in properly. It must have a serial number and the surnames and given names of a candidate and a person collecting signatures, the candidate’s signature as well as the columns containing data about electors, who put their signatures.
Upon completion of verification an election commission must compile a protocol, which is one of the documents, required for registration of a candidate.
Also, to be registered as a candidate to the Senate deputy a nominee needs to submit to the corresponding regional election commission a tax body certificate about declaration of income and property of a candidate and his/her spouse, and an invoice on payment of the registration fee.
The accuracy of information about income and property, declared by a candidate and his/her spouse, is checked by tax bodies within fifteen days since registration of a candidate.
The inaccuracy of this information must be a reason for refusal in registration or deregistration of a candidate to the Senate deputy.
In turn both the refusal to register a candidate and deregistration of candidate can be appealed within seven days to the Central Election Commission or the court by a candidate or a maslikhat, which has nominated this candidate.
The process of candidates’ registration shall be finished on 11 September and since 12 September all registered candidates can start campaigning.
As of today the election campaign is held in compliance with the requirements, stipulated by the election legislation.
The CEC has received two appeals. One appeal required the clarification of election legislation norms, which regulate the procedure of nomination and registration of candidates to the Senate deputies. It has been considered timely and the corresponding explanation has been given to the appellant. The second appeal contained a complaint against action of one of registered candidates to the Senate deputy not related to the election campaign. The appeal is under consideration.
As for by-election of maslikhat deputies, which shall be held on 26 October in 46 electoral districts, according to information provided by the involved oblasts and city of Astana election commissions as on 1 September no candidates to maslikhat deputies have been nominated.
