OOn 27 February 2015 the session of the Central Election Commission of the Republic of Kazakhstan, at which four resolutions on organization and conduct of early election of the President of the Republic of Kazakhstan called on 26 April 2015 have been adopted, was held. In particular the CEC has adopted a decision to form Linguistic commission on determination of fluent knowledge of the state language by candidates to President of the Republic of Kazakhstan, and to approve its composition.
The procedure to determine the fluency in the state language of the candidate to President of the Republic of Kazakhstan has not been changed and is stipulated by the CEC Resolution of 31 August 2005 “On the procedure for determining the fluent knowledge of the state language by a candidate to President of the Republic of Kazakhstan”.
In addition, the CEC has fixed that the necessary number of genuine signatures of voters in support of a candidate to President of the Republic of Kazakhstan must be not less than 93 012.
Signature collection is organized by proxies of candidates. The number and size of groups for collection of signatures is not limited. Also the Central Election Commission has taken decision to shorten the term for issue of signature sheets and for verification of signatures in support to a candidate to President of the Republic of Kazakhstan. Signature sheets shall be issued by the CEC within two days after check of a candidate for the compliance to requirements of the Constitution and the Constitutional Act “On elections in the Republic of Kazakhstan”.
Previously five days were provided for this procedure. The term for verification of support signatures by territorial election commissions has been shortened from ten to five days.
In addition the CEC has taken decision that at the early election of the President of the Republic of Kazakhstan, called on 26 April 2015, the representatives of foreign mass media will be eligible to observe election upon submission of a certificate on accreditation to be issued by the Ministry of Foreign Affairs of the Republic of Kazakhstan. At the same time an international election observer as well as a representative of foreign media can be accompanied by an interpreter, upon proof of the identity of the latter.
The text of application form of international election observer was approved, and it was established that accreditation of international election observers shall be finished on 20 April 2015.
