On 26 February 2015 the press conference of the Central Election Commission of the Republic of Kazakhstan at the Central Communications Service at the President of the Republic of Kazakhstan, devoted to the calling on 26 April 2015 of early election of the President of the Republic of Kazakhstan, took place.
The CEC Chairman K. Turgankulov informed the media representatives that on 26 February the Central Election Commission has approved the Planned schedule of major events on the preparation and conduct of early election of the President of the Republic of Kazakhstan, called on 26 April 2015, as well as adopted the decision «On establishing samples of election documents for the early election of the President of the Republic of Kazakhstan, called on 26 April 2015».
According to the Constitution of the Republic of Kazakhstan the President of the Republic shall be elected by universal, equal and direct suffrage by the secret ballot for a five-year term by the citizens of the Republic of the full legal age.
A citizen of the Republic of Kazakhstan by birth not younger than forty with perfect command of the state language, who has lived in Kazakhstan last fifteen years, is eligible for the office of the President of the Republic of Kazakhstan.
Nomination of candidates to President shall begin on 26 February and shall end on 15 March 2015.
The right to nominate the candidates to President shall belong to the republican public associations registered in the established order as well as to the citizens – by self-nomination.
The support by voters to the candidate to President shall be confirmed by their signature collection by at least one percent of the total number of voters, equally representing at least two thirds of the oblasts, the cities of Astana and Almaty.
Registration of candidates to President begins upon submission by candidates of all necessary documents and ends on 25 March 2015.
A candidate to President before registration and after check for his/her compliance to the requirements of the Constitution and the Constitutional Act of Republic of Kazakhstan «On elections in the Republic of Kazakhstan» as well as after the verification of the collected signatures in his/her support shall deposit on the account of the Central Election Commission an election contribution of KZT 1 million 60 thousand.
Before registration, a candidate and his/her spouse shall submit declarations on income and property to the tax bodies in the place of residence as of 1 February 2015.
The pre-election campaign of candidates to President shall begin on 26 March and shall end at midnight on 24 April.
Campaigning on the day before Election Day and on Election Day is prohibited. Election of the President shall be funded from the republican budget.
The costs for the conduct of campaign by the candidates shall be partially covered from the funds of the budget in the size established by the Central Election Commission as a guarantee of the state.
Also for the conduct of the pre-election campaign candidates to President have the right to raise election funds, which are formed from the personal means of a candidate, means allocated to the candidate by the republican public association that has nominated him/her as well as from voluntary donations of citizens and organizations. The maximum possible amount of the election fund of a candidate to President is nearly KZT 577 mln.
Local executive bodies not later than on 5 April must submit complete and accurate voter registers to the corresponding election commission and not later than on 10 April the voter registers must be presented to citizens for public scrutiny.
The grounds for enrolment of a citizen in the voter register shall be the fact of his/her registration in the place of residence in the territory of the given polling station.
When a voter changes the place of his/her stay the precinct election commission shall issue for this voter an absentee voter certificate that shall confirm his/her right to vote on the basis of the voter’s request. This can be done in the period from 10 April till 6.00 pm on 25 April.
The voting shall take place on 26 April from 7.00 am to 8.00 pm by local time.
The Central Election Commission shall determine results of election of the President as well as issue the corresponding decision not later than on 3 May.
During the press conference, the Head of the CEC underlined that «during the electoral campaign election commissions will pay special attention to ensuring respect of fundamental international principles for the organization, preparation and conduct of election as well as to openness, publicity and transparency of the election process at all its stages.
Active part of domestic and foreign experts at observation over the electoral process shall contribute to this as well.
The institution of international observers will be opened jointly with the Ministry of Foreign Affairs».
Kuandyk Turgankulov noted that within the preparation activity oblast, the cities of Astana and Almaty territorial election commissions must organize training for members of precinct election commissions with the discussion of the fundamental legal and practical aspects of organizing and conducting election campaign.
The CEC shall provide electoral bodies with all the necessary organizational, methodological and informational support. All necessary manuals, brochures as well as printed and audio/video materials shall be developed.
In addition, information and mobilization video/audio clips, posters, billboards, as well as printed materials of explaining nature that help citizens more effectively fulfill their constitutional right to elect and be elected shall also be prepared.
At the end of his speech, the Head of the CEC reported on the launch of a press center which will operate during the preparation and conduct of election.
