On 4 March 2015 the session of the Linguistic Commission to determine the fluency in State language by candidates to President of the Republic of Kazakhstan was held.
The members of commission discussed organizational matters related to the work of commission, procedures for determining the fluency in State language by candidates to President of the Republic of Kazakhstan, which is determined in the CEC Resolution “On the procedure to determine the fluency of candidates to President of the Republic of Kazakhstan in the State language” dated of 31 August 2005.
According to this Resolution to determine the fluency in State language it is required:
1) writing of an written assignment on the topic suggested by linguistic commission of no more than two pages;
2) reading of printed text suggested by linguistic commission of no more than three pages;
3) public speech on the topic suggested by linguistic commission of not less than fifteen minutes.
Except of its members and a candidate to President of the Republic of Kazakhstan the session of linguistic commission can be participated by members of the Central Election Commission of the Republic of Kazakhstan as observers.
Decision of linguistic commission is to be taken by open vote by majority votes of commission’s members, filled in the minutes of session and immediately transferred to the member of the Central Election Commission of the Republic of Kazakhstan, who is present at the session.
Members of linguistic commission noted that existing currently criteria allow them to determine the fluency of a candidate in State language.
They also noted that the work of commission will be organized in open and transparent way, and the mass media will be able to observe the process of taking decision for each candidate.
