CENTRAL ELECTION COMMISSION HOLDS SEMINAR FOR
TERRITORIAL ELECTION COMMISSIONS ON THE ORGANIZATION
OF ELECTIONS OF MASLIKHAT DEPUTIES
On October 8-9, the Central Election Commission of the Republic of Kazakhstan held a two-day national seminar dedicated to the specific aspects of preparing for and conducting elections of deputies to maslikhats (local representative bodies) at all levels.
The event was attended by permanent members of territorial election commissions at the regional, city (cities of republican significance and the capital), district, and city district levels.
The main objective of the seminar was to ensure the practical readiness of territorial election commission members to effectively fulfil their duties during the election campaign and to establish unified approaches to the further training of members of lower-level election commissions.
Opening the seminar, Secretary of the Central Election Commission Shavkat Utemissov emphasized that the upcoming election campaign requires well-coordinated work by election commissions, a consistent understanding of electoral legislation, and the proper implementation of all electoral procedures.
Members of the Central Election Commission and staff of the CEC Secretariat delivered thematic lectures and conducted training sessions. They provided an in-depth overview of the key organizational and practical aspects of the electoral process. Detailed discussions covered the organization of electoral processes, election financing, informing participants in the electoral process, conducting election campaigning and observation, and the application of electoral legislation.
A significant portion of the seminar was devoted to practical exercises involving the analysis of specific case studies from previous election campaigns. Members of territorial election commissions had the opportunity to raise questions and receive comprehensive answers.
Particular emphasis in the seminar programme was placed on the exchange of regional experience. On the second day, members of the Territorial Election Commission of Aktobe Region shared their best practices in electoral training and discussed approaches to engaging with participants in the electoral process on election day. In addition, R. Tokatov, a guest lecturer invited by the Academy of Public Administration under the President of the Republic of Kazakhstan, conducted a training session on communication skills for seminar participants.
