Deputy Chairman of the CEC RK Mukhtar Yerman reviewed 

the preparations of polling stations for the elections in the Zhambyl 

Region.

Deputy Chairman of the Central Election Commission of the Republic of Kazakhstan Mukhtar Yerman, during an inspection visit to the Zhambyl Region, reviewed preparations for the elections in the region and examined the work of territorial and precinct election commissions.

During the visit, particular attention was paid to the organization of polling station operations, training of commission members, logistical and technical equipment of polling stations, the work of newly established polling stations, the use of digital technologies, and cooperation with government authorities.

The visit began with an inspection of Polling Station No. 58, where information was provided on ensuring the necessary conditions for voters, conducting electoral procedures in accordance with the requirements of current legislation, and the readiness of commission members to perform their duties effectively.

Mukhtar Yerman also discussed current issues with the regional leadership. During a meeting with Akim of the region Yerbol Karashukeyev, particular attention was given to cooperation between election commissions and local executive bodies, ensuring the necessary conditions for the uninterrupted operation of polling stations, and strict compliance with legal requirements in organizing the electoral process. It was noted that coordinated efforts by all parties responsible for organizing the elections are an important prerequisite for ensuring a high-quality and effective electoral process.

As part of the Deputy Chairman's visit to the region, a meeting was also held with representatives of law enforcement agencies, local executive bodies, and other relevant government authorities to discuss the organization and conduct of elections of deputies of the Kurultai. Preparations for the election campaign in the region are being carried out in accordance with the requirements of electoral legislation and the election calendar. All necessary electoral infrastructure is ready. A total of 532 election commissions, comprising 3,702 commission members, are involved in the upcoming elections. Of these, 92.4% already have experience working within the electoral system.

The meeting also covered efforts to provide information support for the election campaign. These activities are being carried out in accordance with the approved election calendars. Information on the boundaries of polling districts, the locations of election commissions, venues for campaigning, and schedules of meetings between political parties and voters in the region has been published in the media, on the official websites of election commissions, and on the websites of local executive bodies. Since August 7, citizens have been able to check their personal voter information and find their assigned polling station. Absentee voting certificates have also begun to be issued to voters.

On election day, online services will be launched at polling stations through the e-Government portal. The voter registration verification service will be available at 328 polling stations, while the temporary registration service will be available at 15 polling stations. All polling stations must be equipped in accordance with established requirements. In particular, the necessary conditions will be provided to ensure unhindered access to polling stations and voting booths for persons with disabilities, as well as the use of voting templates featuring Braille.

The issue of election observation activities also received due attention during the meeting. It was noted that five regional public associations engaged in election observation have been accredited in the region. Long-term observers from international organizations are also working in the region. It should be noted that observers from the OSCE/ODIHR Mission also took part in the meeting with government authorities, as well as in the training seminar held for members of election commissions.

Mukhtar Yerman emphasized the importance of ensuring legality, transparency, and organizational discipline at all stages of the electoral process.

One of the key areas of such inspection visits is the training of election commission members and the improvement of their practical preparedness. To this end, the CEC Deputy Chairman visited an IT facility located in the building of the Zhambyl Higher Polytechnic College, where he was presented with the facility’s capabilities for use in the training of election commission members.

Issues related to enhancing the practical preparedness of election commission members, conducting electoral procedures in accordance with legislative requirements, handling election documentation, and responding to unforeseen situations were addressed during the training seminar.

“The professional training of election commission members is an important component of ensuring the high-quality organization of elections. Training activities conducted at the level of precinct election commissions will not only enhance the responsibility of commission members, but will also help create the necessary conditions for the exercise of voters’ constitutional rights,” Mukhtar Yerman emphasized.

During his working visit, the CEC Deputy Chairman also reviewed the work of the newly established Polling Station No. 525. A special modular polling station has been set up here to ensure that persons with disabilities can exercise their electoral rights without barriers. Mukhtar Yerman addressed the participants of the meeting and provided clarifications on current issues during a presentation of solutions designed for voters with disabilities. In particular, the polling station is equipped with modern solutions that enable persons with disabilities to participate independently and as comfortably as possible in the electoral process.

The polling station is also equipped with special motion sensors that automatically activate the playback of informational audio recordings. This is particularly important for persons with visual impairments, as it enables them to receive information about the polling station's activities, voting procedures, and the necessary steps in a convenient audio format.

In addition, the polling station provides direct access to a sign language interpretation service. This means that persons with hearing impairments can, when necessary, connect remotely with a sign language interpreter and receive information and explanations concerning the electoral process through sign language.

Following the inspection visit, the CEC Deputy Chairman emphasized the need to further strengthen the professional training of election commissions, ensure the readiness of polling stations, and enhance cooperation between government authorities and election commissions. He noted that one of the key priorities at all stages of election organization is compliance with electoral legislation, protection of voters' rights, and transparency of the electoral process.

He stressed that the Central Election Commission will continue its efforts to improve the work of election commissions, enhance their professional capacity, and ensure the effective organization of the electoral process.
