Information on the Conduct of Public Opinion Polls
As of 17 July 2026, the Central Election Commission of the Republic of Kazakhstan had received notifications from six legal entities regarding their intention to conduct public opinion polls, accompanied by copies of the relevant documents, namely:
1. “Eurasian Integration Institute” Limited Liability Partnership - polling methods: an exit poll conducted outside polling stations on voting day, as well as other types of sociological research, including focus group discussions, expert surveys, large-scale surveys conducted through online resources, face-to-face interviews, and rapid surveys;
2. “DATAmetrics” Limited Liability Partnership - polling method: face-to-face personal interviews;
3. “Institute of Public Policy” Private Institution - polling methods: face-to-face interviews, telephone surveys, online surveys, and exit polls;
4. “Institute for Comprehensive Social Research – Astana” Private Foundation- polling methods: surveys of residents conducted outside polling premises and polling stations as exit polls, using individual questionnaires and the continuous-flow method; public opinion surveys measuring public preferences through face-to-face personal interviews and remote questionnaires distributed via social media and mailing lists;
5. “Kazakhstan Institute of Public Development” Non-Profit Joint-Stock Company - polling methods: face-to-face personal interviews, telephone surveys, exit polls; online surveys; and large-scale questionnaire surveys conducted through internet channels;
6. “Research Association ‘Institute of Democracy’” Public Association - polling methods: face-to-face interviews and large-scale questionnaire surveys conducted through online channels.
Pursuant to paragraph 9 of Article 28 of the Constitutional Law of the Republic of Kazakhstan “On Elections in the Republic of Kazakhstan,” public opinion polls may be conducted by legal entities registered in accordance with the legislation of the Republic of Kazakhstan and having at least five years of experience in conducting public opinion polls, provided that they notify the Central Election Commission in writing in advance and submit copies of the relevant documents.
The notification submitted to the Central Election Commission must include information about the specialists involved in conducting the poll who have relevant professional experience, the regions in which the public opinion polls will be conducted, and the methods of analysis to be used.
When publishing the results of election-related public opinion polls, mass media outlets and online platforms must indicate the legal entity that conducted the poll; the persons who commissioned and financed it; the period during which the poll was conducted; the method used to collect the information; the exact wording of the question; the number of respondents; and the margin of error of the poll results.
The publication in mass media or on online platforms of public opinion poll results, election result forecasts, other election-related research, or voting in support of candidates or political parties is prohibited during the five days preceding voting day and on voting day itself.
Conducting public opinion polls on election day inside polling premises or at polling stations is prohibited.
Violation of the requirements governing the conduct of election-related public opinion polls constitutes grounds for administrative liability under Article 120 of the Code of Administrative Offences.
