THE CENTRAL ELECTION COMMISSION REGISTERED
THE PARTY LIST OF THE “AUYL” PARTY
The ninth meeting of the Central Election Commission of the RK, held as part of the election campaign for the election of deputies of the Kurultai of the Republic of Kazakhstan scheduled for 23 August 2026, took place today in Astana.
The meeting was attended by representatives of the leadership of the Republican Public Association “Auyl Party,” international observers from the OSCE ODIHR, representatives of the Prosecutor General’s Office, the Ministries of Foreign Affairs, Finance, Internal Affairs and Justice, as well as representatives of the media. In addition, the chairpersons and members of the territorial election commissions of the capital, the regions and the cities of republican significance participated via videoconference.
In accordance with the agenda, the meeting considered matters relating to the accreditation of observers from foreign states, as well as the registration of the party list of the Republican Public Association “Auyl Party” for the election of deputies of the Kurultai of the Republic of Kazakhstan scheduled for 23 August 2026.
Speaking on the first item, Deputy Chairman of the Central Election Commission Mukhtar Yerman recalled that, since the international election observation process for the election of deputies of the Kurultai of the Republic of Kazakhstan was launched on 1 July 2026, the Central Election Commission had accredited 76 observers representing eight foreign states and five international organisations.
“As of 21 July 2026, the Ministry of Foreign Affairs had submitted to the Central Election Commission the nominations of 10 observers from four foreign states for accreditation. These included two nominees from the Islamic Republic of Pakistan, including the Chief Election Commissioner of Pakistan; four nominees from the Republic of Indonesia, including the Ambassador of Indonesia to Kazakhstan; three observers from Malaysia, including the Ambassador of Malaysia to Kazakhstan; and one observer from the Republic of Uzbekistan,” - Mukhtar Yerman reported.
The members of the Central Election Commission adopted a resolution accrediting the proposed nominees. As a result, the total number of international observers accredited by the Central Election Commission currently stands at 86. The observer data will subsequently be updated as further accreditation nominations are received.
Secretary of the Central Election Commission Shavkhat Utemissov presented the report on the second agenda item. He stated that the Republican Public Association “Auyl Party” had previously submitted the relevant documents to the Central Election Commission.
“To be elected as a deputy of the Kurultai, a citizen must meet the requirements established by paragraphs 2 and 3 of Article 35 and paragraph 3 of Article 54 of the Constitution. The person must be a citizen of the Republic of Kazakhstan, have resided in the country for the past 10 years, and be at least 25 years of age. The Auyl Party nominated a party list comprising 69 individuals. In response to a request submitted by the Central Election Commission, the authorised state bodies verified whether the persons included in the party list met the applicable requirements. The list includes 29 women, young people and persons with disabilities, representing 42% of the total. The quota established by law has therefore been observed. All persons included in the party list meet the requirements of the Constitution and the Constitutional Law on Elections,” - Shavkat Utemisov noted.
The Secretary of the Central Election Commission also reported that, pursuant to paragraph 2 of Article 88 of the Constitutional Law on Elections, political parties that received five per cent or more of the votes cast by voters who participated in the previous election of deputies of the Mazhilis of Parliament are exempt from paying the electoral deposit. In this regard, he recalled that the Auyl Party received 10.90% of the votes in the election of deputies of the Mazhilis of Parliament of the eighth convocation.
At the conclusion of the meeting, the members of the Central Election Commission adopted the relevant resolutions, including a resolution on the registration of the party list of the Republican Public Association “Auyl Party” for the election of deputies of the Kurultai of the Republic of Kazakhstan. During a media briefing, representatives of the political party answered questions from journalists.
